Ahead of Nagaland Assembly elections, NIA summons CM TR Zeliang’s staff in alleged terror funding case

On January 18, 2017, the NIA conducted searches in various government departments in Nagaland and seized receipts that showed payments to the tune of Rs 2 crore.

The National Investigation Agency (NIA) has summoned Officer on Special Duty to Nagaland Chief Minister T R Zeliang and two of his office staff for questioning in connection with a case of alleged terror funding. The case pertains to alleged extortion by groups such as NSCN (K), NSCN (IM) and Naga National Council from at least 14 government departments.

Coming days ahead of the elections in Nagaland, which Naga groups had asked political parties to boycott unless the peace accord is signed, this development has set off a political firestorm. Incidentally, Zeliang took over as CM from Neiphiu Rio when both were in the Nagaland People’s Front (NPF), after the latter went to the Lok Sabha as an MP from Nagaland in 2014. The BJP had been in alliance with the NPF for almost 15 years.

The BJP and the NPF are the ruling coalition in the state with two BJP ministers still part of the Cabinet. Infighting within the NPF meant that Rio broke away and formed the Nationalist Democratic Progressive Party (NDPP). The BJP, too, ended its alliance with NPF last week and formed a pre-poll alliance with the NDPP. While the BJP is contesting 20 seats, the NDPP is contesting the other 40. Rio was elected unopposed on Monday after his one and only opponent NPF’s Chupfuo Angami withdrew his nomination.

Those summoned by the NIA include Ruokuovizo Chupno, OSD to CM Zeliang, and two public relations officers in his office. Said Sebastian Zumvu, press secretary of the NPF: “The NIA action isn’t surprising…Since they (BJP) are no longer in coalition with us for the elections, this is what they are doing. The NIA is a Central agency and it would be fair for them to enquire into large money withdrawals by BJP candidates and their families from banks just before the elections.”

In an official statement, the agency said, “These seizures prima facie indicate the connivance of these government organisations in funding various underground organisations operating in Nagaland.” Sources said these departments include the Directorate of Information Technology, Directorate of Soil and Water Conservation, Directorate of Irrigation, Directorate of Rural Development, Directorate of Urban Development, PWD, Roads and Buildings, and Directorate of Information and Public Relations.

According to the NIA, S Khetoshe Sumi, a senior cadre of NSCN (K), was apprehended by the Assam Rifles in Dimapur on July 31, 2016. Sumi reportedly revealed he was the organisation’s “in-charge of finance” and his key responsibility was to collect funds through illegal taxation of various government departments, the NIA said.
The agency took over the investigation and arrested one more accused, identified as Victo Swu, alias V K Sumi, on September 28, 2016 from Kohima. Multiple arrests have been made since then.

The NIA probe into government workers and underground funding is a sensitive subject in Nagaland. In November, massive protests rocked Kohima after seven government officials were reportedly arrested for funding underground groups, called Naga National Political Groups, through taxation. With the government the primary employer in the state, with close to 2 lakh employees, a group called the Confederation of All Nagaland State Services Employees Association, claiming to represent 1.3 lakh government employees held protests with banners such as “NIA leave our employees alone.”

    When the BJP was in coalition with NPF and Zeliang as CM they had no problems with the so-called 'Teror funding', but now that the BJP is out of alliance and wants to gain more power in Nagaland, they part ways with the NPF, and start an alliance with the traitor RIO, who suddenly started a new stupid party NDPP, and is contesting elections in Nagaland! The pet dog of BJP at the Centre - NIA started investigations against the NPF headed with the honest CM Zeliang, who is leading the state admirably. But the people of Nagaland are not FOOLS to understand the dirty sick tricks of the BJP at the centre, they know once they let the BJP more power in Nagaland, they will start banning the clothes, then the food Naga people (including Beef), they will start moral policing in Nagaland. They will start saying the religion of the Nagaland is a crime and they should convert into Hindutva! The people of Nagaland will KICK out both the TRAITOR RIO and the BJP OUT in the next elections
