WITH the model code of conduct coming into effect before the Lok Sabha polls,Rail Bhavan officials got a bit jittery on seeing the cover of “Indian Railways”,the official journal of the Railway Ministry. The March edition of the journal had a huge photograph of Railway Minister Lalu Prasad Yadav carrying his trademark briefcase on the day of the interim Rail Budget. In addition,the cover had a collage of photographs featuring Lalu in different moods. Further,the journal was full of news about the recent inaugurations,foundation stone-laying ceremonies and train flaggings that the minister had recently performed. Since the journal is sold over the counter across railway stations all over the country,it was pointed out that it could raise the hackles of the Election Commission. Last heard,the ministry officials were readying a response just in case the Election Commission sends a notice.
