With the Monsoon Session set for a wash-off,the BJP stalled proceedings in both Houses of Parliament for the 10th day in a row. The month-long session will conclude on September 7.

Both the Lok Sabha and the Rajya Sabha passed one Bill each amid the din. The Rajya Sabha adopted the All-India Institute of Medical Sciences (Amendment) Bill,which had to be deferred on Monday due to resistance from the Left. The Lok Sabha had passed it earlier. The legislation will enable the new AIIMS-like institutes — set up at Patna,Bhopal,Raipur,Bhubaneswar,Jodhpur and Rishikesh — to admit students. The Lok Sabha passed the National Institute of Mental Health and Neuro-Sciences,(NIMHANS),Bangalore,with a voice vote.

Congress member P C Chacko,who was in the chair when the House met at noon,called it a day after the NIMHNS Bill was adopted.

The House underwent an adjournment barely two minutes after it met in the morning.

The Rajya Sabha saw three adjournments before finally passing the AIIMS (Amendment) Bill,piloted by Health Minister Ghulam Nabi Azad,through a voice vote after 4 pm.
