Uttar Pradesh Chief Minister Mayawati has asked the UPA Government to order a CBI investigation into Samajwadi Party leader Amar Singh’s alleged multi-million dollar donation to William J Clinton Foundation, saying it violated provisions of the Foreign Exchange Management Act (FEMA).

Acting on a complaint filed to Mayawati by a Kanpur resident,UP Principal Secretary (Home) Kunwar Fateh Bahadur has written a letter to Secretary (Department of Personnel) Rahul Sarin saying that the allegations should be investigated by the CBI as it involved a senior political functionary and the matter had international ramifications.

Attached to the letter is the two-page complaint by Ashok Kumar Singh of Yasoda Nagar,Kanpur, dated January 22,2009.

The UP Home Secretary’s letter makes note of the allegation that Amar Singh donated between $1-5 million — Rs 4.5-23 crore — to the Clinton Foundation.

It points out that according to the complainant this amounted to a violation of rule 3(A) of FEMA. According to RBI guidelines, the complaint says, any Indian can transmit a maximum of $200,000 as donation.
