Govind Narain,one of the last surviving ICS officers,died at his Delhi house Tuesday night,his family said Wednesday.

Narain,95,a Padma Vibhushan,was born on May 5,1916 in UP’s Mainpuri and was educated at Oxford. He joined the ICS in 1939 and went on to become home secretary and defence secretary. As home secretary from 1971 to 1973,he was instrumental in planning the Bangladesh war and setting up of Mukti Bahini.

He served as Karnataka governor from 1977 to 1983.
