DGP post: Virk tainted,Punjab to Maharashtra

With former Punjab police chief S S Virk emerging as the front-runner for the post of Maharashtra DGP,the Punjab Government on Monday sent a fax message to the Maharashtra Government to inform that Virk was removed from the post of Punjab DGP by the Election Commission during the 2007 Assembly elections.

The fax message,sent by Punjab Under Secretary (Home) B B Sethi to the Principal Secretary (Home),Maharashtra,also included a chargesheet against Virk which accused him of indulging in “unethical political activities and funding of elections”.

The fax message,a copy of which is with The Indian Express,said,“Virk has repeatedly lied and has concealed information in his annual property returns,misused his official position,constructed and managed an illegal resort,opened bank accounts in assumed names. He has not maintained integrity and devotion to duty and has done a series of misconducts which is unbecoming of a member of All India Services.”

This was the second time in three months that the Punjab Government has written to the Maharashtra Government mentioning about Virk. A letter along with the same chargesheet was sent to the Maharashtra Government on January 7 and the latest message makes a mention of that. The fax message said a letter along with chargesheet was sent,“but no intimation has been received from your end regarding action taken in this regard”.

“A copy of the chargesheet is again being sent. It is further mentioned that Virk was placed under suspension on April 4,2007 and prior to that he was posted as Chairman,Punjab Police Housing Corporation during the election of 2007. Earlier,he was removed from the post of Punjab DGP on the directions of Election Commission of India,” the message said.

The chargesheet was prepared following a departmental inquiry against Virk,initiated after the state Government received a letter from the Ministry of Home Affairs. This letter dated June 8,2008,referred to All India Service Disciplinary Rules 1969 and said Virk had committed acts of omission during his tenure with the Punjab Government.

Virk,a 1970 batch IPS officer,who is currently DGP (Housing) Maharashtra,is frontrunner for the post of DGP after Bombay High Court set aside the appointment of A N Roy as the Maharashtra police chief.

A Maharashtra cadre officer,Virk was deputed to Punjab in 1984.
