The magisterial probe into the death of Aman Satya Kachroo has concluded that the MBBS student at Dr Rajendra Prasad Medical College died after he was tortured and beaten by his seniors,including four students already arrested for the murder. The inquiry report,which was submitted to Principal Secretary (Home) Subash Negi on Friday evening,also rapped the college administration for failing to check ragging and for not establishing an effective mechanism to address the grievances of students.

The report has elucidated the sequence of events that took place until Kachroo’s death and has stated that many other first-year students were subjected to intense physical ragging in the early hours of March 7. Kachroo died the next day.

The enquiry report has also documented ten instances or complaints of ragging and indiscipline in the college since 2001 and that the college authorities did not address the problem effectively,failing to take punitive action against any of those named in the complaints. While the report says that Kachroo had never complained about ragging prior to the March 7 incident,it indicts the college authorities firmly.

Former principal Dr S Sankhyan has been held the most culpable and this could form a basis for administrative action against him,confirm Health Department officials.
