Chhattisgarh cops ignore minister order to lodge FIR

No action on rape attempt complaint

The Chhattisgarh Police have again defied their Home Minister,Nanki Ram Kanwar. This time they have refused to register a case against two policemen for an alleged attempt to rape a minor despite Kanwar’s orders two days ago.

Milan Das,a resident of Dhanuarpara in Korba district,has accused two policemen of Kotwali Police Station of molesting and attempting to rape his daughter on February 12 at his home. “Mene SP ko kaha to tha. Police meri na sune,kanun ki to kam se kam sune. Ab koi dusra rasta dekhna padega (I did order the SP. Police may not listen to me,they should at least listen to law. I will have to find another way now),” the state Home Minister told The Indian Express on Wednesday.

Das had first approached the Korba police but when they turned him away,he and his daughter gave Kanwar a written complaint after which he directed the police to take immediate action.

“Don’t try to protect the policemen. Das is a physically disabled person and has complained about the rape attempt. File an FIR against them and conduct an inquiry,” he had told the Korba police two days ago. Korba is the hometown of Kanwar.

According to the complaint,Das had approached the police complaining about flesh trade in his area. Instead of taking action,two policemen allegedly barged into his house on the night of February 12,beat him up and attempted to rape his daughter. He identified one of the policemen as Ashwani Verma.

Korba in-charge SP G S Dharo dismissed the allegations. “There was some family dispute. They had some scuffle in the family. The policemen had gone only to probe the case.” On why no action was taken despite the minister’s orders,Dharo said: “Minister has said,but I have not received any complaint. Complainants have not approached me.”

Kanwar countered,saying,“There is a Supreme Court ruling that mere oral complaint by a girl victim is enough in such cases. The Korba police should immediately take action against the accused policemen.”

The Indian Express recently reported that the police department consistently defies Kanwar. He had said that Raipur police had become a mechanism of extorting money and innocents were being harassed but the police did not listen to him.
