An excess bill of Rs 21 lakh for an Iftar party, hosted by the previous Congress government in Haryana three years ago, remains to be paid.

The Iftar party was hosted at Model School at Nuh in Mewat on July 28, 2012 by the then deputy commissioner of the district on behalf of the state government.

For hosting Iftars, and receptions on August 15 and January 26, there is a budgetary provision of Rs 50 lakh in the “Other Charges” category of Haryana Niwas under the non-plan head. However, in 2012, the state government had approved an expenditure of Rs 40 lakh for the same.

But the Deputy Commissioner, Mewat, incurred an expenditure of Rs 61,28,693 — Rs 21,28,693 more than the approved budget of Rs 40 lakh — in hosting the Iftar party.

While the present government has to decide under which head should the “excess expenditure” be settled, the finance department has suggested that it be cleared from the “Other Charges” head.

In June, 2015, Principal Secretary, Finance, PK Das, wrote a note on the file on the pending excess expenditure incurred in the 2012 iftar party and put forth the administrative department’s suggestion that the bill be cleared under the “Other Charges” head.

The note (accessed by The Indian Express) reads: “An expenditure of Rs 61,28,693 was incurred by the Deputy Commissioner, Mewat, for hosting the Iftar party, which was Rs 21,28,693 in excess of the approved budget of Rs 40 lakh.The details of excess expenditure can be examined on the subsequent pages. Iftar party, the administrative department has proposed that it be included in the budget under the category of “Other Charges” of the non-plan head of Haryana Niwas. The proposal also has approval from Hon’ble Chief Minister.”

It further reads, “In view of the above mentioned details, if the officers agree, thus the administrative department’s proposal be accepted and the excess expenditure of Rs. 21,28,693 be approved.”

Meanwhile, Deputy Commissioner, Mewat, Ashok Sangwan said: “Though I am yet to receive an official intimation in this regard, the last I heard was that the state government has cleared the payment.”
