Muslims ‘educationally most disadvantaged’ among minorities: Panel

A panel formed by a government-funded agency has stated that Muslims are the educationally most disadvantaged community among Indian minorities as they are lagging behind in literary enrolments and in courses at primary, secondary and tertiary level.

Muslims are the “educationally most disadvantaged community” among the minorities, a panel formed by a government-funded agency has said, advocating a three-tier model to tackle the educational backwardness. The panel has recommended that the communities be empowered through a three-tier model of institutions–central schools, community colleges and national institutes. It suggests creation of infrastructure to proffer education at primary, secondary and tertiary levels by opening 211 schools, 25 community colleges and five national institutes.

It has suggested the proposed schools could follow the Kendriya Vidyalaya or Navodaya Vidyalaya pattern while the community colleges may be based on open access model.

When contacted, Union Minority Affairs Minister Mukhtar Abbas Naqvi told PTI the recommendations are in line with the government campaign to empower the minorities educationally.

“We are currently studying the report. We will figure out the components which can be easily implemented. We will try to implement the do-ables from the next academic year,” he added.

On December 29 last year, the Maulana Azad Education Foundation (MAEF) had formed the 11-member committee with Afzal Amanullah, former secretary with the government, as its convenor.

The MAEF is a non-profit and non-political social services organisation funded by the ministry.

“The educationally most disadvantaged community among minorities in India are the Muslims. They are lagging behind in literacy, enrolments and in successful completion of courses at primary, secondary and tertiary levels,” the committee has observed in the report.

According to the 2011 Census data, literacy rate among Muslims was 68.53 per cent against the national average of 72.98 per cent. The difference in enrolment rate for Muslims (74 per cent) and the remaining population (83 per cent) is also “sharp”, the panel said.

“We feel the three-tier model…would have a very positive and salutary effect in tackling the educational backwardness of the minorities and getting their children into the mainstream where they become proud contributors to the development of our nation,” it said.

The committee has suggested national institutes–different from the university system and IITs/IIMs– should be established through an Act of Parliament.

It has proposed establishing 211 central schools: one in each minority concentrated block of the 167 identified minority-dominant and concentrated districts.

The remaining 44 are proposed to be established in minority-dominant and concentrated cities.

The schools should have sufficient infrastructure like buildings, classrooms, library, laboratory and facilities such as mess, it has recommended.

They will be co-educational, will give free education and follow the CBSE curriculum from class I to XII with three streams of education – arts, science and commerce.

The community colleges will charge low tuition fees and are proposed to provide tertiary education opportunities in arts, commerce, science and skill-based courses like health sciences, hospitality, textile and leather technology, fashion designing and media industry.

The community colleges would be set up one each in 25 states and enhance the employability of its students, the reports has said.

The national institutes are proposed to be set up for providing education in areas such as science and technology, health and allied sciences, architecture planning and design, climate change and disaster management and renewable energy and food security.

These will offer programmes of masters, doctoral and post-doctoral levels and their research infrastructure is envisioned to be at par with international standards, it has suggested.

    Right to Education is a fundamental right. There are so many Government funded schools which charge very nominal fees and/or no fees. So what is stopping the parents from sending their children to school? Concurrently, reservation policy should be amended to benefit the poorest of poor irrespective of caste and creed. Currently I believe the better offs get the benefit because of their caste status and not because of their economic status.

      The reason well known to all indians for muslims backwardness.Each family contains more childrens than their fanancial capacity ,the childrens just leaving on to the streets by most muslim parents.They are becoming street rowdies.

        This independent study by the panel which stated that the " Muslims ‘educationally most disadvantaged’ among minorities" in India is totally correct the Union Minority Affairs Minister Mukhtar Abbas Naqvi is a true champion of the Muslims and what he told PTI makes sense: "the recommendations are in line with the government campaign to empower the minorities educationally". This is very true in the case of the illiterate/illegal Bangladeshi Muslims who are basically illiterate (Madrassa educated) who are committing terror/killing based on the 7th century islamic ideologies of Jihad/Sharia on the peaceful Hindu community in W.Bengal.

            All previous government including current government accepted that the Muslim community are educationally most disadvantage community, why there are always delay / not implementing the scheme to uplift them. If this is really concern for the government, they should implement it before. Otherwise it is just propaganda to create the division among the people in order to hide some failure of the government.

              The illiterate Muslims have to uplift themselves by trying hard to get real education, jobs, competing with the larger Hindus, and none of the schemes including offering freebies have worked effectively so far.

                Abdul brother we have to accept this fact that our community is not only most backward (more than Dalits) but most Discreminated...they know the fact but don't want to help coz of their intellectual disohnesty towards our community.... There is two ways to help our community.. One Join Active Politics to raise our voices where these laws made Two Let's work for our community specially in education... let's create a ways to self help

                  There are lacs of poor forward caste hindus with sole breadwinner,They do not live on subsidies or concessions. However, lacs of such families have prospered financially and socially.Please adopt small family norms all problems will vanish. You like it or not it is a fact.

                        But in India, there is larger percent of the Muslims are practically illiterate who attend Madrassa, get brainwashed with islamic ideologies of Jihad/Sharia, don't understand or care to understand the democracy, inclusiveness of the larger peaceful Hindu community, and commit riots, terrors and killing,

                          Kalam like MLKing they asked many of their people to get educated and work hard not to blame their birth but fools are not listening to their advice. So what else any one can do. Wait for liquid gold to exhaust it is all ready on the way out due to nations adopting for renewable/alternative energies!!! How many Kalams are there in the nations you are trying to project as big ones they do not have even the lowest capable guys that is the reason why many Indians are hired there along with others. get some wisdom not the other.                         Dump these panels into garbage. These panels only project certain things with out taking the root causes for the problem like unlimited production that i s no FP and the family income result perennial poverty making them to send the children to menial jobs rather than to schools result no education,no good jobs etc. Ask these panels to collect the avrage size of the families along with other data. How come others are advancing rapidly is it not for limited families??? Wake up India think logically and not vote bank politics!!! Link subsidies,Governament benefits to TWO kids norms only not to the caste,religion etc. Jaihind
