Ishrat Jahan and three others were killed allegedly in a fake encounter in Gujarat in 2004. CBI has filed its first charge sheet in the case today. Here is a brief timeline of the events.
June 15,2004: Ishrat Jahan,Javed Shaikh alias Pranesh Pillai and two alleged Pakistanis Zeeshan Johar and Amjad Ali Rana are killed in an encounter in Kotarpur Waterworks in the outskirts of Ahmedabad. The crime branch’s Inspector JG Parmar lodged an FIR saying they were terrorists out to kill Chief Minister Narendra Modi.
December 12,2006: The Gujarat High Court admitted the special criminal application of 2004 submitted by Shamima Kausar who had stated that her daughter was killed in a fake encounter and demanded transfer of the case to the CBI.
AUGUST 6,2009: Under secretary RVS Mani in the ministry of home affairs dealing with internal security files affidavit in Gujarat High Court placing on record evidence on Ishrat Jahan and Javed Shaikh being activists of the terrorist organisation LeT,as were the other two alleged Pakistanis.
September 7,2009: Metropolitan Magistrate SP Tamang concluded the inquiry in the case in one month of doing the inquiry and stated the encounter as fake.
September 24,2009: The HC formed a new SIT under Karnail Singh. Karnail Singh quits probe followed by Satyapal Singh. J V Ramadu refuses to accept chairmanship of the SIT.
September 29,2009: Under secretary in the MHA,RVS Mani files another affidavit in the Gujarat high court,saying that the earlier affidavit was not “relating to merits or otherwise of the police action (killing of Ishrat and others). It said that the primary concern of the Central government was to see that the inputs gathered by the Indian Security Agencies was not discredited.
July 19,2011: The HC appointed Bihar cadre officer Rajiv Ranjan Verma as the new SIT chief and began a probe in the case.
November 24,2011: Verma files an affidavit in the HC stating that Ishrat encounter was fake and several witnesses have been threatened by SIT officer Mohan Jha to retract.
April 17,2011: SIT reconstructs Ishrat encounter with all 22 cops involved along with CFSL and AIIMS experts.
December 1,2011: The HC ordered the SIT to file a fresh FIR with the CBI after the SIT submitted a report to HC that the encounter was fake.
December 17,2011 CBI registers a fresh FIR against 21 cops including retired DGP KR Kaushik
February 21,2013: CBI probes the case for one year after which it arrests IPS officer Girish Singhal who had pulled the trigger on Ishrat and aides. It was followed by the arrest of another encounter cop Tarun Barot who was already serving his term in Sadiq Jamal encounter (2003) and two others.
May 27,2013: CBI fails to submit the chargesheet in time. GL Singhal and three others out on bail.
