The Rajya Sabha Monday passed a Bill to further amend the Constitution (Scheduled Castes) Order, 1950, and the Constitution (Sikkim) Scheduled Castes order, 1978. The Bill seeks to include some more castes in the SC lists of Kerala, Madhya Pardesh, Tripura, Orissa and Sikkim.
Interestingly though the Bill was originally moved by the UPA government, when it was actually passed, only seven Congress members were present in the House. The total number of members present in the 243-member House was less than 40.
A brainchild of the UPA government, the bill had been passed by the last Lok Sabha after due clearances from the National Commission for SC/STs, but had lapsed.
