From law and order, observations of CAG to manifesto promises of the SAD,Congress Punjab chief Partap Singh Bajwa trained many salvos at the government during his first meet-the-press programme at the Chandigarh Press Club on Wednesday.

Claiming that the CAG report tabled in the state Assembly during the budget session has vindicated stand of the Congress,Bajwa said the Punjab government has “siphoned off and looted” central grants in the run-up to the state polls.

“The CAG report has indicted the state for diverting grants for centrally-sponsored schemes and has raised questions over the unconstitutional diversion of money. It has pointed out that over Rs 3,000 crore, which should have gone into the consolidated fund of the state, was diverted in violation of constitutional provisions. Finance Minister Parminder Singh Dhindsa had himself admitted that Rs 2,000 crore worth central grants were diverted. I will meet the Prime Minister and Union finance minister to seek a probe into loot of central grants,” he said.

Bajwa also hit out at the government for law and order situation. Referring to recent attacks on ASIs,he said the police were demoralised and postings are being done on political considerations.

“What is the police top brass and Home Minister Sukhbir Badal doing? He is using the police as his private militia. The CM stays for six days in one constituency (Moga) while his deputy lives in Delhi to look after his corporate business,” he said.

“They now want to head to Goa to show their MLAs and those of BJP some beaches. They are 1,000 guards for the top three — CM,Sukhbir and Revenue Minister Bikram Majithia — while they have withdrawn security of Congress leaders. I am willing to give up even the six guards I have,if they agree to give up theirs,” he added.

Showing the poll manifesto of SAD,Bajwa said it was a bundle of lies. “Let them name a single youth who has got unemployment allowance or a single school student who has got a laptop or tablet. Forget the Rs 31,000 they had promised, girls are not getting even Rs 15,000 as shagun on their marriage. They have Rs 38 crore to buy a helicopter and Rs 11 crore for a 20-minute dance of Akshay Kumar during the Kabbadi World Cup but not a penny for promises they made to fool voters,” he added.

‘No parallel power centres in Cong’

Playing down the absence of his predecessor Captain Amarinder Singh from his Patiala rally,Bajwa said why is Amarinder’s absence being questioned. “Do you question why Sukhbir is not there with the CM in Moga? Amarinder has been a former CM and PCC president. It was just a workers’ meet in Patiala and he himself has said in a news report today that he is busy with the NRAI elections of his son in New Delhi. There are no parallel power centres in Congress. We just have one power centre and that is in New Delhi. I have the support of all,” he said. On Amarinder hosting a lunch on the day of his coronation,Bajwa said there was nothing wrong in it. “Captain came to my taking-over ceremony and assured me of his cooperation,” Bajwa said, adding that he will make necessary changes in PPCC after completing his Punjab tour.
