Three months after Punjab Technical University (PTU) vice-chancellor Rajneesh Arora failed to submit an enquiry report into the alleged admission scam in Guru Nanak Dev Engineering College here,the High Court last week ordered Arora to submit the report by September 27,2013.
The court of Judge M M S Bedi issued the orders (a copy of which is with The Indian Express) on July 15 following a contempt of court petition against PTU VC filed on July 11 by Captain Joginder Singh Kular,an alumnus of GNDEC and lead petitioner in the case.
In another surprising development,Kular said he got a call to appear for an enquiry at very short notice.
I filed a contempt of court petition on July 11. On the evening of July 18,I got a call from PTU asking me to appear for an enquiry at 10 the next morning. They did not even give me 24 hours notice. When I told them that I could not reach in such short time,they told me to send a representative. How can they call a representative for enquiry in such a serious matter? questioned Kular.
The Punjab and Haryana High Court in its orders dated March 15 this year directed Dr Rajneesh Arora to conduct an enquiry and submit his
report within three months into the irregularities in admissions to Guru Nanak Dev Engineering College,Gill Park,Ludhiana.
As per the writ petition,M S Saini,principal-cum-director GNDEC admitted students with no merit and denied seats to deserving students in 2010-11 and 2011-12 sessions.
Saini was also accused of bungling in the Combined Entrance Test (CET) conducted by PTU in 2005.
An enquiry was conducted by J B Goyal,Secretary,Department of Technical Education and disciplinary action,including removal,had been ordered by Principal Secretary,Technical Education,Punjab in July 2005.
Despite several attempts Dr Rajneesh Arora could not be contacted. The public relations officer was not aware of the latest orders and said,the V-C is not available for immediate comments. We need to go through the copy of orders.
The four petitioners,all alumni of GNDEC,filed a Public Interest Litigation (PIL) in HC after procuring information under RTI on March 11. The court had passed orders for immediate enquiry into the scam hanging fire since 2010.
Joginder Singh Kular,who completed his B.Tech from GNDEC in 1964,served Indian Army as captain and retired as Director,Small Scale Industries,Government of India,said,We will keep on fighting till justice is done to the deserving students.
