PTU indicts principal,show cause issued

The inquiry report submitted by Panjab Technical University vice chancellor Dr Rajneesh Arora on September 27 in Punjab and Haryana High Court has indicted Guru Nanak Dev Engineering College (GNDEC) principal Manohar Singh Saini for large-scale bungling of admissions in 2010 and 2011 academic sessions.

The inquiry report submitted by Panjab Technical University vice chancellor Dr Rajneesh Arora on September 27 in Punjab and Haryana High Court has indicted Guru Nanak Dev Engineering College (GNDEC) principal Manohar Singh Saini for large-scale bungling of admissions in 2010 and 2011 academic sessions.

As per the documents of the inquiry report (accessed by The Indian Express) submitted in High Court the varsity has accepted that ‘direct admissions’ were made by the principal in the college and that ‘there are irregularities made during admission process in GNDEC.’ A three-member inquiry committee consisting of Dr Swarandeep Hundal,from Punjab Agricultural University,Rajiv Puri,directorate technical education and Pawan Kumar from PTU was constituted on August 14,2012 following orders from the high court. However,the inquiry committee was delaying submission of reports. Despite the court order dated March 15 this year to PTU V-C to submit the inquiry report within three months,it was not done. The HC then issued contempt of court orders on July 15 and again ordered submission of report by September 27.

Finally,the PTU VC submitted his report on September 27. A show cause notice dated September 23 was issued to Saini ‘questioning his appointment as principal.’ In the show-cause notice,(a copy of which has been accessed by The Indian Express),the registrar PTU,Dr H S Bains,has written to the principal that ‘it is regarding direct admissions made by you at GNDEC for various courses in engineering for academic sessions 2010-11 and 2011-12. In this regard,an enquiry committee was constituted to look into the matter and it has found that there are irregularities made during the admission process and GNDEC.’ The notice further questioned Saini as to on what basis his appointment as principal should not be cancelled and has sought a reply within ‘15 days’.

When contacted,M S Saini said,“I will be filing my reply within 15 days as per show cause notice.” The four petitioners,alumni of GNDEC,filed a Public Interest Litigation (PIL) in HC after procuring information under RTI on March 11 and the court considering PIL valid as Civil writ petition passed orders for immediate enquiry in the scam which is hanging fire since 2010.

As per the writ petition,M S Saini,principal cum director GNDEC admitted students with no merit and denied seats to deserving students in 2010-11 and 2011-12 sessions. Saini was also found accused for bungling in Combined Entrance Test (CET) conducted by PTU in 2005 on basis of enquiry conducted by J B Goyal,Secretary,Department of Technical Education and disciplinary action including ‘removal recommendation’ was ordered against him by Principal Secretary,Technical Education,Punjab in July 2005.

The petition further states that Saini claimed in 2008,while applying for post of principal GNDEC that he did his BSc,engineering with 71% distinction from Bihar Institute of Technology,Sindri but when documents related to his appointment were demanded from college through RTI on Dec 22,2011,the college failed to provide them. After number of hearings,state information commission issued bailable arrest warrants against Saini in January 2013 but Saini escaped warrants terming his documents as ‘misplaced.’
