Maharashtra govt okays 16 per cent quotas for Marathas, 5 per cent for Muslims

Maratha community is being treated as educationally and socially backward and 16 per cent quota has been fixed for them, said CM Prithviraj Chavan.

With an eye on assembly elections after severe drubbing in Lok Sabha polls, the Congress-NCP government on Wednesday approved 16 per cent reservation for Marathas and five per cent for Muslims in government jobs and education institutions.

With the additional 21 per cent quotas for the politically influential Maratha community and Muslims cleared by the Cabinet on Wednesday, reservation in jobs and educational institutions in Maharashtra will go up to 73 per cent.

“Maratha community is being treated as educationally and socially backward and 16 per cent quota has been fixed for them. The quota for Muslims is not religion-based but on the criterion of social and economic backwardness,” Chief Minister Prithviraj Chavan told reporters after the Cabinet meeting.

He said the provision would come into effect “immediately” and would not impinge upon the existing 52 per cent quotas for various other sections.

Replying to a volley of questions about whether the new quota would stand legal scrutiny in view of the Supreme Court judgements of 50 per cent cap on reservations, Chavan said,”If anyone approaches the court we will explain our stance.”

Rubbishing that fresh quota were aimed at wooing Maratha and Muslim voters following the poll debacle, he said, “The process for this started in 2004. There have been recommendations of Sachar Committee and Rangnath Mishra Commission on social, educational and economic backwardness of Muslims.”

Reservation already exists among OBCs for a section of Marathas known as Kunbis. Maratha Kunbis, who are largely agriculturists, constitute 31.5 per cent of the total Maratha population and have a large presence in Vidarbha and Konkan.

A section of the ruling alliance had been demanding reservation for Marathas and Muslims and the move gathered momentum after the Lok Sabha poll defeat when Congress-NCP’s joint tally plunged to an all-time low of six seats.

Opposition alliance ‘Mahayuti’ that included BJP, Shiv Sena and three other smaller parties clinched 42 of state’s 48 seats.

A cabinet sub-committee headed by Industries Minister Narayan Rane had submitted its report to the government earlier this year in which it had recommended 20 per cent reservation for Marathas in government jobs and educational institutions.

Some leaders of Maratha community had insisted on a decision on the contentious issue before the assembly polls.

Sambhajiraje Chhatrapati, descendant of Maratha king Shivaji who heads Maratha Aarakshan Mahamorcha, an umbrella group of 23 organisations demanding reservation, had even issued an ultimatum to the state government.

“Maratha communities had not taken any stand to support or oppose the NCP-Congress in Lok Sabha elections. If the Maratha
quota is not announced, we will take an anti-government stand in assembly polls,” he had warned.

Some prominent Maratha leaders like Vinayak Mete had deserted the NCP and joined the opposition ‘Mahayuti’ alliance, which had assured it would consider demands of the Maratha community.

Meanwhile, opposition BJP has termed the decision to provide reservation for Muslims as “politically motivated” and “unconstitutional”.

“The decision is politically motivated and unconstitutional as there is no provision in the Constitution for religion-based reservation,” Eknath Khadse and Vinod Tawde, leaders of opposition in legislative assembly and legislative council respectively, told reporters.

They said the government had “fooled” the Maratha community by whittling down 20 per cent reservation recommended by the Rane committee to 16 per cent.

The BJP leaders, however, said they would support the government if its decision on quotas for Marathas was challenged in the court.

    All reservation should be canceled that is the best thing. Only economically backward should get some reservation.

          मराठ्यांना महाराष्ट्रात आरक्षण हे भेटलेच पाहिजे, कारण आज पर्यंत महाराष्ट्रात मराठा समाज हा बहुसंख्य असून पण सरकारी नोकरीत दिसत नाहीत, महाराष्ट्रात मराठा समाजाची लोकसंख्या हि जवळपास ३८.५% असतांना पण सरकारी नोकर्यात मराठा समाज हा १०% पण नाही, एका सर्वेक्षणात असा दिसून आले आले आहे कि महाराष्ट्रात जर १०० सरकारी कर्मचारी असतील तर त्यात मराठ्यांचे फक्त ७ सरकारी कर्मचारी आहेत. जर मराठ्यांची लोकसंख्या हि जवळपास ३८.५% आहे तर मग सरकारी नोकर्या एवढ्या कमी का? मराठ्यांच्या वाट्याच्या संपूर्ण लोकसंखेतील प्रमाणाच्या जवळपास ३८.५% जागा या कुठे गेल्या???. त्यामुळे मराठा समाज हा काळाच्या ओघात खूप मागे राहिला, महाराष्ट्रात सर्वात जास्त आत्महत्या या मराठा शेतकर्यांनी केल्यात ते याच मुळे, सरकारी नोकरी मिळवण्यासाठी open category मध्ये मराठ्यांना स्पर्धा हि मारवाडी, ब्राम्हण, जैन, ायत, ठाकूर, बाहेरील राज्यातून migrate झालेले तसेच इतर अनेक जातीतील लोक जे open category मधून सरकारी नोकरी मध्ये जॉईन होतात अशा लोकांशी होते, वास्तविक मध्ये आज मराठा समाज हा या समृद्ध, श्रीमंत, विकसित लोकांशी स्पर्धा करू शकत नाही, कारण मराठा लोकांकडे आज जरी बुद्धिमत्ता आणि प्रचंड कष्ट करण्याची क्षमता असली तरी पैसा नाही, ८५% पेक्षा जास्त मराठ्यांची मुल आज पुस्तके खरेदी करू शकत नाहीत, शिकवणी लावू शकत नाहीत, शहरात शिक्षण घेवू शकत नाहीत, परिस्तिथी बिकट असल्यामुळे घराची जबाबदारी लवकर पडते त्यामुळे जास्त शिक्षण घेवू शकत नाहीत. कारण त्यांना लवकर पैसा कमावून घर चालवायचा असता आणि म्हणून ते शिक्षण पण लवकर सोडून देतात. मराठा समाज सोडून जे लोक open category मधून सरकारी नोकरी मिळवतात त्यांची लोकसंख्या हि फक्त १०-१२% एवढीच आहे पण त्यांनी जवळपास ९०% पर्यंत सरकारी नोकरी हि open category मधून मिळवली असे एका ताज्या सर्वेक्षणातून पुठे आले आहे. मराठा समाजाचे फक्त एवढेच म्हणणे आहे कि आमच्या लोकसंखेच्या प्रमाणानुसार म्हणजे ३८.५% नुसार सरकारी नोकरीच्या जागा या आम्हाला मिळाल्याच पाहिजेत, सर्वांनी एवढे लक्षात ठेवले पाहिजे कि आम्ही कोणा दुसर्यांच्या reservation बद्दल बोलत नाहीत किंवा त्याचा विरोध करत नाहीत. फक्त मराठा समाजाला न्याय पद्धतीने आरक्षण मिळाले पाहिजे. open category मधून जर १०० सरकारी नोकरीच्या जागा असतील तर त्यात मराठा समाजासाठी ३८.५% जागा मिळाल्याच पाहिजेत.

                  By giving reservation to politically n economically dominant community like Marathas which is considered socially as upper caste is mockery of consutional provision of positive discrimination.... Actually Reservation can not be a Garibi Hatao programme... Hope this reservation will be nullified by the supreme court..
