In hurry to remove Khemka,drama at HSDC

High drama was witnessed at Haryana Seeds Development Corporation Thursday when a junior officer reached the managing director’s and asked senior IAS officer Ashok Khemka to relinquish the charge immediately.

High drama was witnessed at Haryana Seeds Development Corporation (HSDC) Thursday when a junior officer reached the managing director’s and asked senior IAS officer Ashok Khemka to relinquish the charge immediately.

It all happened as Haryana Chief Secretary,PK Chaudhery,issued Khemka’s transfer orders at about noon Thursday,but did not appoint his successor. Another concurrent move was made by Roshan Lal,Principal Secretary,Department of Agriculture,who appointed an additional director rank officer,BS Duggal,as Khemka’s successor. Previously HSDC had always been headed by an IAS or a HCS rank officer as its MD.

Even before Khemka could receive formal transfer orders,Duggal reached his office with all the documents,including his (Duggal’s) transfer and joining report. Khemka was left stunned after Duggal entered his office and announced that he has been appointed as his successor. Khemka welcomed Duggal and asked him to take charge next (Friday) morning as he needed time to collect some important files and documents before relinquishing the charge. When Duggal refused to move out,Khemka again reiterated that he (Duggal) can give his joining report to the office and give him (Khemka) “peace of mind” so that he could finish his pending work. However,Duggal insisted that he will wait and refused to move out of MD’s office.

Both the officers visibly got into an uncomfortable position,courtesy the state government’s unwarranted haste in removing Khemka. The mediapersons,who got the news of Khemka’s yet another transfer,had started camping outside his office by that time.

Duggal was then seen frantically messaging Roshan Lal and taking instructions before making the next move. When the mediapersons entered the office,both the officers were found sitting there. While Khemka told the mediapersons about “the humiliating treatment met to him” by not sending him transfer orders even as a much junior officer had already got it,Duggal said that he was following the government’s orders. The drama carried on for more than two hours before Khemka finally relinquished the charge and Duggal took over as MD.

Khemka was finally served his transfer orders at 7.30 pm at his residence. The manner in which Haryana government shunted out Khemka from the post of MD,HSDC,reflected an unprecedented desperation.

Meanwhile,Khemka is yet to be granted an office,staff and an official vehicle,which a secretary level officer is entitled to. Despite repeated requests made to the office of Chief Secretary,Haryana,Khemka was yet to be given all these facilities. Though the office of Director,Archives exists in Panchkula,Khemka claims that since he has been appointed as the secretary of the department,he “cannot go and sit in the Director’s office” unless government issues formal orders.
