Himachal has emerged as the template for quality control in the higher education sector with the Union HRD Ministry directing all state governments to set up regulatory bodies for private universities on the lines of the Himachal Pradesh Private Educational Institutions Regulatory Commission.

The regulatory bodies are to oversee the functioning,admission system,fee structure and academic programmes of the educational institutions.

Secretary of higher education in the HRD ministry Ashok Thakur,a senior Himachal cadre IAS officer,said that while the University Grants Commission (UGC) has prescribed guidelines and statutes to be followed by the private universities,it is the state governments’ duty to implement them and take punitive action if required.
