Drunk cop fires at doctor in Karnal,arrested

An allegedly drunk assistant sub-inspector (ASI) of the Haryana Police shot at a doctor,who had reportedly refused to issue a fake medical report,at the Kalpana Chawla Government Medical College and Hospital in Karnal early Wednesday. The doctor escaped with his life as he ducked at the right time with the bullets shattering the windowpanes in his cabin. The ASI was arrested from the residence of one of his relatives in Sector 6,Karnal,on Wednesday afternoon.

Police said that the incident occurred at 2.45 am on Wednesday when ASI Kasmira Singh Randhawa,incharge of the police post at the hospital,entered the cabin of Dr Nipun Kalra. According to the doctor,Randhawa wanted him to prepare a fake medical report.

When he refused,Randhawa,who was accompanied by his son,took out his service pistol and fired aiming the gun at the doctor. “I somehow managed to duck for cover and the shots missed me,” Dr Nipun told police. The entire incident was captured by a CCTV camera installed in the doctor’s cabin at the hospital.

Preliminary investigations conducted by police have revealed that Randhawa allegedly wanted the fake medical report to falsely implicate somebody on charges of attempt to murder.

“He went to Dr Nipun and asked him to issue a fake medico-legal report (MLR). When the doctor refused,an inebriated Randhawa took out his weapon and fired. His son snatched away the pistol from his hands and Dr Nipun left his cabin,” an investigation officer said.

Doctors then informed senior police officers about the incident. They allege that another police officer,ASI Rajkumar,who reached the spot after the gunshots were fired did not take cognisance of their complaint. “ASI Rajkumar,instead of taking any action against ASI Kashmira Singh rather took the pistol from his hand and asked him to go away. Action should also be taken against Rajkumar for not arresting Kasmira Singh on the spot,” doctors told police.

Nipun told the media that police took about half-an-hour to reach the spot after they were informed of the incident. Karnal DSP Joginder Rathee,who visited the spot,said ASI Kashmira Singh has been booked on charges of attempt to murder while the doctor has been provided security cover.
