A day before they were set to be hanged,Jagbir Singh and Vikramjit Singh, guilty of murdering a 16-year-old boy, filed a mercy petition with the President. The Punjab and Haryana High Court on Thursday directed Patiala Jail Superintendent to forward the mercy petition to the President.

This will,by default, stay the execution of duo’s death sentence. During the hearing of a petition filed by Jagbir demanding conjugal rights, advocate G K Mann said that she had met Jagbir’s wife Sonia, undergoing life imprisonment in Patiala Jail. Sonia had said she will have to undergo artificial insemination if the court denies them conjugal rights.

ADGP (Prisons) R P Meena, however, opposed the petition and stated that there is no provision in the Prisons Act and Punjab Jail manual, which allows conjugal rights or artificial insemination.
