CPM member in Lok Sabha A Sampath on why he insisted that black money should be called ‘bad money’

You said black money should be called bad money. Why?
We cannot attribute something good or bad to a colour. I am a bit black. I told (AIADMK member) P Venugopal who was on the Chair that he is also a bit black. What is black money? It is illegally generated money and possessed unlawfully. It should be called bad money.

But have you ever been singled out for your skin colour?
I have never faced such a problem. But in India generally people think black is something bad. They equate black with bad. Even UNICEF has said that diseases should not be named after colour, animals, places.

What is your party’s stand on the bill to curb black money?
We support it, but we want it to be referred to the Standing Committee. Ever since BJP has come to power, over 40 bills have been introduced for consideration and passage, but a handful of them have been sent to select committees. Standing committees have been bypassed and reduced to mere bystanders.

The Chair has ruled that the bill on black money is also a money bill.
Exactly. It doesn’t fall in the strict nature of a money bill. It talks about punitive steps, increasing powers of the taxmen and all… So it does not fall in the money bill category.

Have you raised the issue with the Speaker officially?
We have spoken in the House in her presence.
