4,000 patwaris plan statewide dharna today

Over 4,000 patwaris and another 500 kanungos will stage a statewide dharna on Friday to protest against the Punjab government for not taking any action against the five police officers,who were found guilty of having booked a patwari in a false case. The patwaris will be staging protests outside the district tehsil offices across the state.

The government has been virtually sitting over a report filed by senior IAS officer Kahan Singh Pannu in the case three months ago. The report has laid bare the manner in which a patwari,Mohan Singh,was harassed and wrongly booked by senior officers of the Punjab Vigilance Bureau (VB).

The patwari was allegedly subjected to “inhuman” treatment in police custody after being wrongly arrested in the case. Awaiting justice,members of the Punjab Revenue Patwar Union have been giving ultimatums to the government to act on the report and book the officers concerned.

The union members alleged that the report had been considered by the chief minister,the chief secretary and even sent to the vigilance departments for its comments but no action had been taken against the erring cops.

The union had alleged that following orders of senior VB officers,Mohan Singh was arrested from his residence on February 18 and implicated in a false case. In custody,VB officials made the patwari remove his clothes and was inhumanly treated. The officers also allegedly videographed him and told him to keep silent or else they would “release” the video on the Internet.

They further alleged that the operation was orchestrated on the orders of then SSP (VB) Patiala,Shiv Kumar Sharma. The patwari,they said,had brought to the notice of the government,property worth crores “procured” by Sharma in and around Patiala.

The inquiry conducted into these allegations by Pannu had found the involvement of Shiv Kumar (now retired),Ferozepur SSP (VB) Jaspal Singh,joint director (VB-Admn) Surinder Pal Singh,then Moga SP (VB) Banarsi Dass (under suspension) and Sangrur Sub-Inspector (VB) Isher Singh.

The report stated that these officers abused their power,concocted evidence,created and destroyed official papers to mislead the inquiry.
