The arrest of Chief Minister Arvind Kejriwal’s principal secretary Rajendra Kumar comes a little more than a year after Ashish Joshi, a senior bureaucrat, registered a complaint against Kumar on June 6, 2015. Joshi was shunted out of the Delhi Dialogue Commission two months before this complaint.

According to Joshi’s complaint to the ACB, Kumar had allegedly awarded five contracts worth Rs 9.5 crore between 2007 and 2014 to a private company, Endeavour Systems. The last one was allegedly a Rs 2.46 crore Delhi Jal Board (DJB) contract in February 2014, before Kejriwal resigned from his first stint as CM. Then, Kumar was secretary to CM.

CBI sources said Kumar had favoured Endeavour Systems between 2007 and 2014 while posted as Secretary (IT), Chairman and Managing Director Transco, Secretary (Health) and Commissioner (VAT). The CBI claims Kumar had favoured orders for Endeavour Systems, through ICSIL. On July 14, Joshi had requested the ACB to forward the complaint to the CBI. In December 2015, the CBI had raided Kumar’s office.

Tarun Sharma, deputy secretary of the CM who was arrested, has been with Kumar since his stint in the education department, said his colleagues.
