Cross-LoC operations in past too, strikes made public as part of strategy, S Jaishankar tells panel

According to sources, Congress member Satyavrat Chaturvedi asked whether this was the first surgical strike that India carried out against Pakistan.

The Army carried out “limited-calibre, target-specific, counter-terrorist operations” across the Line of Control in the past too but this was the first time the government went public with the September 29 surgical strikes as part of a strategy, a parliamentary panel on external affairs was told Tuesday.

The panel, headed by Congress MP Shashi Tharoor, was briefed by Foreign Secretary S Jaishankar, Defence Secretary G Mohan Kumar, Vice Chief of Army Staff Lt Gen Bipin Rawat and Special Secretary (Internal Security) in the Ministry of Home Affairs M K Singla. BSF DG K K Sharma was also present.

According to sources, Congress member Satyavrat Chaturvedi asked whether this was the first surgical strike that India carried out against Pakistan. In his reply, the Foreign Secretary did not use the term “surgical strikes” and was quoted saying that “limited-calibre, target-specific, counter-terrorist operations” were carried out in the past too, but were never announced.

He said soon after the September 29 operations ended, Pakistan’s Director General of Military Operations was informed.

When a member asked for evidence of the strikes, the government representatives replied that the Special Forces crossed the LoC to carry out strikes, not to collect evidence.

Among those who asked questions were Karan Singh and Satyavrat Chaturvedi from the Congress, CPI(M)’s Mohammad Salim and NCP’s D P Tripathi. While Congress vice-resident Rahul Gandhi was present at the meeting, he did not ask any question.

When a Congress member asked whether similar operations would be carried out in future, the officials said the strikes had served their purpose for now, and indicated that it would serve as a deterrent for Pakistan in the future.

In reply to Tharoor’s question on China blocking India’s attempt to get Jaish-e-Mohammad chief Masood Azhar designated as a global terrorist by the United Nations, the Foreign Secretary said India was working on the issue.

Regarding engagements with Pakistan, the Foreign Secretary told the panel that while New Delhi has been engaging with Islamabad after the strikes, no “calendar” has been prepared regarding future engagements and the level of engagements.

A BJP member raised a question on the security of MPs in the wake of the surgical strikes, drawing sharp reaction from an Opposition MP who said the panel was discussing national security and not personal security. Special Secretary (Internal Security), MHA, M K Singla, however, briefed the panel on the security extended to VIPs.

A BJP member of the panel said the questions were not about finding fault. “It was more out of curiosity. There was no politicisation of the issue during the meeting,” he said.

Congress member Karan Singh said “it was a very good meeting”, but parried questions on whether he was satisfied with the response of the government.

    All the BJP Members were Shouting and Crying that this is is the First Time Surgical Strikes Happened bur according to the Official such Strikes happened during the UPA Government Rule too and the only difference is that they werent used for Political Gains...

      BJP seem to have achieved what they wanted: nobody is talking about inflation, unemployment, attacks on Muslims and Dalits, unrest in Kashmir, cow vigilantism, corruption in their ranks.........lt;br/gt;This man Modi is a master manitor. By not providing proof of the surgical raids, he will keep the issue alive as long as he can and milk it for votes. People like Parrikar, Rajnath, Shah have been tasked to keep the issue burning by making provocative statements. Shourie was right, they just know how to manage the headlines.

        All rubbish - Sorry to disappoint There was no red carpet for our army. Only the foolish will fall for government misleading propaa of surgical strikes. Even a child would know that if you put the enemy on notice about a strike they will be on their guard. Plus the fact that we went in destro so called platforms in AJK without any video evidence (which other countries always produce) is very questionable indeed. lt;br/gt;lt;br/gt;If the attacks did take place it would question its legality on an international front. To justify an attack one would have to produce credible evidence that such platforms were present (No photographic evidence at all - nor video plus out intelligence capability isnt as advanced as i.e. the americans) so a empty pre emptive strike is illegal if it ever took place. This brings me onto another subject we used URI attacks to justify the so called surgical attack, the goverment said they would release that evidence but went silent. Where is it? And no we dont want to see the captured pigeons that it is an insult to our intelligence. The public should demand to see the evidence of all these uncorroborated statements....were is it? lt;br/gt;lt;br/gt;I can guarantee you that this will not be forthcoming as with any extremist group which the BJP and SS are its all talk to false feed the public. Its becoming very embarring on the international front...the world community are laughing at our politicians lt;br/gt;lt;br/gt;PS I truly believe Modi is mentally insane and needs to be insutionalized.

          hi god bless his cotton socks bought down the British not by surgical strikes but through the art of showing disobedience in the most uncommon manner that even today to copy it would get you shot...absolutely amazing the gift the man possessed....and guess what happened when he scheduled a visit to the newly created stan - he was shot by a member of an equivalent party ti the BJP/SS....and its absolutely amazing how the very man who engineered our freedom was inated by the same party that are in power today....this is what Modi represents......think about it....

            I have my orange Chaadi on and will march to Delhi demanding to see the intelligence gathered on these terror platforms that we claimed to have destro....we the public deserve some respect we are not s afterall....who wants to join me? make sure you have a clean pair of orange chaadi's we dont want to get beaten up by BJP or SS...all Indians invited as im not racist. .

              Im absolutely amazed that nationalism has bought about ignorance and stupidity to the extent that if Modi says we landed on Mars but for national security purposes we wont show any proof but believe that we did...knowing our ic public they will be marching the streets with there pathetic orange chaadi's shouting Modi got us to Mars...thats how stupid and guilable the public have become.....fir crying out loud guys wake up and smell the coffee....IDA PUT STAN ON NOTICE THAT WE WILL STRIKE THEM what do you think they will do, go to sleep and ignore it...i dont think they will triple the patrol on the LOC....move nuclear weapons into strategic places and then counter any infiltration....even with America when they went into Iraq they did weeks of bombing before ground troops moved in...you honestly believe we did what the goverment say....if you do you really need to question your sanity....honestly..

                  My Dear Friends, lt;br/gt;lt;br/gt;Before any country decides to undertake a covert operation they will do maximum intelligence gathering...we are talking about months....part of this will involve surveillance, photography, video captures, months of planning are required when going into hot territory and especially a territory which is patrolled heavily....any m movement of troops (which a surgical strike would require) would set off alarm bells...obviously we claimed that there was a surgical strike and for national security pruposes they wont release videos...okay fair enough...but whats wrong with releasing some of the intelligence and surveillance videos of the targeted area...afterall its been destro now so it doesnt threatened our national security at least show us that?
