Kerala Chief Minister Oommen Chandy faced fresh allegations Wednesday in the “solar scam” with the prime accused deposing before a judicial panel that he had paid Rs 5.5 crore as bribe to the Congress leader.

Biju Radhakrishnan also claimed that he had “visuals” to show Chandy and five others — ministers A P Anil Kumar and Shibu Baby John, Kumar’s personal secretary Nazeerulla, Congress MLA Hybi Eden and Congress leader Aryadan Shoukkath — had links to the other main accused in the scam Saritha S Nair.

Radhakrishnan was Saritha’s live-in partner until both were arrested in 2013 for allegedly duping investors from whom they collected crores for a solar power project.

In his statement to the one-member commission of retired High Court judge G Sivarajan, Radhakrishnan alleged that he had paid Rs 5.1 crore directly to Chandy, as suggested by the Chief Minister’s then security guard Salim Raj, and the rest to his personal staff at the time.

Radhakrishnan is currently undergoing life imprisonment in connection with the murder of his wife Rashmi in 2006.

Radhakrishnan alleged that after Nair was arrested, he had met Chandy and showed him the “visuals” that showed her with the two ministers and the others. “The visuals of the five persons were shown to the Chief Minister. Since the sixth person was Chandy himself, that visual was not shown,” he told the commission.

Radhakrishnan also alleged that Chandy promised to allot his company 70 acres of land at a government-owned industrial estate in Palakkad on the promise that the Chief Minister would receive 40 per cent of all profits.

Radhakrishnan claimed that he had contacted Chandy through the Chief Minister’s personal staff while he was hiding in Coimbatore after the scam first came to light. Following his arrest, Chandy rushed a businessman Thomas Kondody to jail to “settle” the case, he claimed.

By late evening, only Saritha Nair had reacted to the allegations, challenging Radhakrishnan to reveal evidence of her relationship with Chandy. “I have seen Chandy as a fatherly figure. It is heinous to raise such an allegation. I will take legal action against Biju. I will appear before the commission on December 7 and reveal all financial dealings in the solar issue. I have not seen Shoukkath, but know Shibu Baby John as a minister,’’ said Nair.

The allegations come at an awkward time for Chandy and the ruling Congress-led UDF coalition with the assembly elections a few months away.

As The Indian Express reported on November 10, Chandy also faces allegations of having tried to “interfere” in the bar bribery case against his key alliance partner K M Mani.

Chandy denied the allegations but Mani later resigned as finance minister following adverse court remarks in the case in which he allegedly accepted a bribe to help reopen over 400 bar-hotels that were labelled as “sub-standard” by the government.

In Delhi, Congress spokesperson Randeep Singh Surjewala said the party rejected the latest allegations against Chandy.

“It is nothing but filthy and ugly muck being spread with a view to malign the Chief Minister. This is nothing but the unleashing of the lowest-level political revenge in view of the upcoming elections,” Surjewala told The Indian Express.

After the allegations first surfaced in 2013, Chandy was forced to sack his long-time personal assistants T Joppen and Jikkumon Jacob, and Raj, after their role in the scam became evident. Among them, Joppen is an accused in one of the cases pertaining to the solar scam. Raj is also facing a CBI probe in cases related to an alleged land-grabbing incident.

Radhakrishnan told the commission that Chandy’s office had a role to play in the rise and fall of his company Team Solar, which collected money from investors after promising to make them partners in their clean energy project and supply them with solar panels.

The initial ambit of the Justice G Sivarajan Commission, constituted in October 2013, was to examine faults, if any, in handling complaints in connection with the solar scam and related financial dealings.

In November 2014, the commission said it would bring within the ambit of its probe all allegations levelled against Chandy, his office and the then home minister Thiruvanchoor Radhakrishnan.

          While there must be some truth in what Biju is saying, without the backing of the filthy central agencies, Biju wouldn't have the courage to accuse Oman Chandy of seksual abuse. Central agencies are very well know as MIDDLE FINGERS OF INDIA which the central Govt( whether BJP or Congress) uses lavishly on opponents, the present BJP's opponent being Congress in Kerala. BJP is vigorously implementing its BRAHMINIZATION AGENDA in Kerala and has already killed 150 people. Rajnath Singh, Amit Shah and M murderer Modi are all hand in hand in those murders!Note.

                Indian Express is known for its truthfulness and expressing its views boldly and without bias atude which are rarely seen with other News papers.No doubt this paper has a special respect among all educated mes.I do remember its boldness and sincerity in reporting matters during emergency era of 1975 to 1977.Hats off to the Indian Express for its reporting any matter specially about corrupt and dishonest politicians .This news is definitely need to be reported by all other news papers provided they are honest in reporting such matters.

                      One final point, if you are truly a "right-thinking" person then criticise based on facts. For most right-thinking people the claim that India is intolerant because of incidents hand-picked by "seculars" holds no water. These "seculars" dont think Muslims (including a Congress MLA) attacking Lokmat's office is intolerant, they dont think that a reporter receiving death threats for exposing rapes in a madra is intolerant , they didnt even think the murder of Dabholkar in 2013 when UPA was in power was intolerant. That same case today is used an example of intolerance. They have no problem with Mani AIyer asking stan to overthrow our govt. They celebrate the victory of criminal Lalu in Bihar as a "defeat for Modi". Your basic mantra is if it is BJP rule, then blame BJP. If it is not BJP rule, then ignore and pretend it never happened. If Chandy was a BJP CM, Parliament would have been blocked for a month. Honestly, none of us understand what your problem is other than the fact that you have had an irrational hatred of Modi since 2002. Everyone knows that if Rahul had somehow won the 2014 election, none of you would be saying anything.

                        Nothing about this news is surprising. Chandy is a CONpartyman so naturally he is corrupt. I dont think you can get membership in that party without being a thief. It is also not a surprise that there is deafening silence on this issue from the "seculars". They are still celebrating the victory of corrupt criminal Lalu in Bihar. When it comes to corruption or terrorism there is no limit to their tolerance. The only thing they wont tolerate is any opinion different from their theirs, the judiciary and the mandate of the Indian people.

                              Sadly even when truth is out, no one will be punished. Corruption in India is low risk how profit business. These Politicians know, to win election you don't need a honest, progressive face, anyone can win election by dividing people on religion (as is obvious even here in some comments), caste or language.... Scare minority with imaginary Hindu terror, become savior and enjoy bulk vote! Kerala, WB, UP and now Bihar politic is totally decided by Minority bulk vote, which unfortunately keep issues of corruption and social development below religion....                                 The allegations of such far reaching implications involving not only financial impropriety but moral trepidation against chief minister is new and say a lot about the shoddy state of affairs in the corridors of power.For congress it may be of far negligible as coal and 2 G scams had peaked to thousands of crores and this is a peanut in comparison.But the disturbing development is the revelation of the involvement of CM office( i don't want to mention about Oomen chandy in person ,which is not fair as he is too senior and who has done so much to the congress and it remain to be proved before a court) and a testimony before an inquiry commission of its role and the simple manner in which CM Office is implicated and his meeting with CM after he had gone in to hiding--all these are indicative of conviction about the truth of the allegation as none in his true sense would have thrown such an allegation against CM office without being aware of its consequences,though here the person is a convict in a murder case.Though many in his staff are facing prosecution at least a point was reached in the shady dealings where CM had to ume or go defensive.Let the commission bring out the truth and hope Mr.Chandy and family will come out unscathed.
