A year after Lok Sabha Speaker Sumitra Mahajan had to expunge her own remarks during a debate, Rajya Sabha Deputy Chairperson PJ Kurien repeated the act, deleting a few angry remarks directed at Union Minister Mukhtar Abbas Naqvi from the parliamentary records.

Kurien had lashed out at Naqvi after the minister sought to know under what rule was Deputy Leader of Opposition Anand Sharma raising a point of order when the Chair was trying to resume discussion on government’s demonetisation move on Wednesday.

Sharma had raised a point of order, claiming that Prime Minister Narendra Modi had violated the Constitution by announcing the demonetisation decision since the monetary policy fell under the purview of the Reserve Bank of India. As Kurien allowed Sharma to speak, Naqvi got up and asked what rule was he citing for his point of order. At this point, Kurien, who was already finding it difficult to run the proceedings of the House, got angry with Naqvi. But he later expunged his own remarks.

Though words or sentences spoken by MPs are routinely expunged, whenever these are considered “unparliamentary”, it is rare to find the Chair deleting its own remarks.

The congress stooge is unworthy of the chair so was Pratibha Patil. They occupy the chair but end up eroding the dignity of the post. Some do grow up and acquire the requisite skills;but alas they are few.

It is for the speaker or Dy.chairnan to run the house. Not the minister.

Rajya Sabha Deputy Chairperson PJ Kurien is totally failure in his position. He cannot control members behavior and now he is out of control of his own behavior. He has repeatedly followed signs of opposition members to run the the Rajya Sabha. If he has any worth left in him then he should resign. If he does not want to quit then he needs to show guts and throw out noisy, unparliamentary behaved members out. But clueless as he is, he will glue to his sit till his term ends. Another one of these shameless persons

Points of order can not be used willy-nilly. Person raising the point of order has to state its purpose that has to in synch with a specified rule. The deputy chair got confused, could not cite the appropriate rule and got out of control. Naqwi was correct in his enquiry and the chair was in error for screaming.
