THE Punjab and Haryana High Court on Thursday ordered Punjab Police to register FIR on charges of murder against 33 government officials of Amritsar Central Jail, including jail doctors, Maqboolpura police station officials and some officers of the district administration and revenue departments in a custodial death of an undertrial in a drugs case, in November 2013.
Justice Fateh Deep Singh also directed that all those indicted will have to collectively pay a compensation of Rs 15 lakh to the family of the deceased.
The court’s directions came on a petition filed by Manjeet Kaur, seeking a probe into the custodial death of her son Raju, who died at Guru Nanak Dev Hospital on November 6, 2013, after he was referred there from Amritsar Central Jail.
Justice Singh passed the orders after going through a detailed investigation report submitted by the Amritsar district and sessions judge, recommending action against the 33 officials. The Amritsar District Judge had submitted his investigation report to the high court on November 30.
The petitioner’s counsel had said Raju was picked up on October 15, 2013, from his house in a drugs case and was later sent to jail on October 16, where his health deteriorated because of illegal torture.
After Raju’s body was released, his family had staged a protest outside the Amritsar Deputy Commissioner’s office on November 8. The court was informed that though Raju’s death took place on November 6, 2013.
