Jayalalithaa in hospital: Portfolios allocation to Panneerselvam ‘surprising’, says DMK chief M Karunanidhi

Karunanidhi's views come a day after his party treasurer and son M K Stalin welcomed the allocation of portfolios held by Jayalalithaa to her trusted aide.

DMK chief M Karunanidhi on Wednesday termed as “surprising” Governor Ch Vidyasagar Rao’s remarks stating that the allocation of portfolios held by Tamil Nadu Chief Minister Jayalalithaa to Finance Minister O Panneerselvam was done “as per her advice”. “This is because a question has arisen among some people if Jayalalithaa had (actually) signed the file and rendered advice (regarding) allotting her portfolios to Finance Minister Panneerselvam,” Karunanidhi said in a statement here.

“The Governor’s communique on Tuesday that this (portfolios’ allocation) has been done on the advice of Chief Minister is surprising,” he said.

His views come a day after his party treasurer and son M K Stalin welcomed the allocation of portfolios held by Jayalalithaa to her trusted aide.

Karunanidhi claimed that when a slew of leaders, including Congress Vice President Rahul Gandhi, Union Minister Venkaiah Naidu and Stalin, visited the hospital “they were not given the opportunity to directly see her and enquire about her health”.

There was no official statement from the government though she has been hospitalised for the past 19 days and it has also been said that she may have to stay in the hospital for a longer period, he said.

He said the announcement that Panneerselvam will take care of Jayalalithaa’s portfolios can be “accepted” as an arrangement for “administrative convenience”.

The “suspicion whether the Governor had fully considered all the dimensions of the Constitution…before giving his nod for the new arrangement cannot be fully ignored,” he added.

He recalled his earlier view that “till such time Chief Minister Jayalalithaa resumes her duties, our plea is that an appropriate, legal arrangement should be made to fulfil the essential needs of the Tamil Nadu people”.

      THE DMK PRESIDENT WAS ALSO IN APOLLO HOSPITALS AND AT THAT TIME WHAT DID HE DO? MR. KARUNANIDHI EVEN AT THE AGE OF 93 lt;br/gt;DOES NOT WANT TO GIVE THE PARTY LEADERSHIP TO HIS OWN SON MR. STALIN BUT FOR WHOSE EFFORTS DMK WOULD HAVE GOT ONLY SINGLE DIGIT VICTORY IN THE LAST EMBLY ELECTIONS. I REALLY DO NOT KNOW WHETHER MR. KARUNANIDHI HIMSELF TALKS LIKE THIS OR SOMEBODY ELSE IS DOING THE TALKING BEHIND THE CURTAIN. MR. KARUNANIDHI SHOULD NOT THROW STONES SITTING INSIDE A GL HOUSE. HE SHOULD SPEND MORE TIME TAKING REST.

          Mr karunanidhi wants to some how or the other become CM but his dreams of looting the state will never happen.All his efforts to get the opposition to his side failed so now he wants to create some doubts while Stalin himself agreed to the arrangement

              Why not Mu.Ka file a PIL in court that he has doubt whether JJ has told to hold her portfolios and preside all cabinet meeting. He can tell his argument how is that someone who is on life support for the last three weeks could do that. It will be better if he gives this PIL in Supreme Court as Madras HC has already rejected a PIL on this matter.lt;br/gt;Centre seems to be going with AIADMK as it has not taken any measures even after knowing well that TN has no executive head as of now. It could have shot a letter to the personal consideration of the Chief Minister requiring urgent reply and see what happens? Some question on Cauvery water problem would have done.lt;br/gt;Centre should impose President's rule in TN after keeping the embly in suspended animation till a working Chief Minister has been appointed instead of a CM on hospital bed on life support.

                It is widely believed tha Jaya is in a worse conditions - There were a leat three or four annuncements of death , hence the question is valid . The Governor could have sworn him as acting CM . Just imagine what Jung would have done in Delhi !!

                                  Karunanidhi's comments have raised an important aspect of cosution. What happens if the head of govt (PM or CM) is incapacitated but clinically alive, or meets sudden death, who is in charge ? It happened after Indira hi's death, though she died in morning, Rajiv was sworn in only in evening, who was incharge in the intervening period ? Similarly in the present case, where Jaya is believed to be incapacitated but alive, who will take the decisions ? What if a similar situation happens at central level ? Clear guidelines should be framed to help the president or governor to handle the situation.

                                    There is a provision in Consution that if an MLA is incappacitated or insane minded, a court can declare that he/she looses the MLA position. Thats working well for MLAs and MPs, because the ruling party takes action to declare that place vacant to bring election. However, when party leader is hospital, what should the party do is not clear from Consution!.

                                          Look at the way Mr. Karunanidhi is questioning? his statement says "This is because the question has arisen among some people.........". He is not stating that it is his question but somebody else question. He needs to make it clear who are these "some people". The "some people" includes him?. Till the day before he was asking for an alternative arrangement. But when the alternative arrangement is made, he raises many questions about how it is made in the name of "some people"
