No annual increment for non-performing employees: 7th pay Commission

Central government employees should not be allowed to earn annual increments if they fail to meet performance criterion, the Seventh Central Pay Commission has recommended even as it sought upgradation of performance benchmark to “very good” from “good” level.

It has also recommended introduction of the Performance Related Pay (PRP) for all categories of central government employees.

There is a widespread perception that increments as well as upward movement in the hierarchy happen as a matter of course. The perception is that grant of Modified Assured Career Progression (MACP), although subject to the employee attaining the laid down threshold of performance, is taken for granted, the panel said.

“This Commission believes that employees who do not meet the laid down performance criterion should not be allowed to earn future annual increments. The Commission is therefore proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service.

“This will act as a deterrent for complacent and inefficient employees. However, since this is not a penalty, the norms for penal action in disciplinary cases involving withholding increments will not be applicable in such cases. This will be treated as an efficiency bar,” it said in the report submitted to the government.

    I means there is no space for honesty and dedication ,, the official who will not Abey the orders of seniors even if orders are imposed with personal interest....will not get increment ... And only the official who will perform like a slave god towers the officers will get the bloody increment.... Pl let me clear one thing by which tool the govt control to this melafied prectice...

      Good decision, but will it be made applicable to SC/ST employees, who are the majority among the nonperforming employees, as for them recruitment standards are diluted and also since they have a feeling that no one can harm them as any one reporting against them for non performance can be accused of harment of Scheduled castes..

        This is not fair. Who will be judging this? The boss. So one has to be 'buttering' the boss all the time. In many departments there will be no work -both for the boss and his junior for a stretch of period.Then what is the threshold?

          even officers at highest level have to answer if expected work completed or not and this increament is not just all about money but will also impact upon career perspective so good initiative...

            Performance based increment is purely theoretical concept, in real life it leads dictatorship of middle level officer,because senior level officers can not examine every case deeply,Senior level Officer is also human being, he has to take advice of middle level officer. Those employees who are Union leaders /influential persons or who perform personal/private work of seniors can take undue advantage . It should be implemented cautiously, there must be some mechanism
