The fourth day of the Parliament Monsoon Session will see members discussing the recent incidents of ‘atrocities against Dalits in the country’. The discussion is  scheduled to take place at 2 pm in the Rajya Sabha.

On Wednesday, the session began with Opposition parties cornering the government over alleged Gau Rakshaks flogging a Dalit family in Una for skinning a cow carcass. The House saw repeated adjournments as the Opposition was unrelenting in its protest against the incident.

The debate shifted to the BSP hitting out at the BJP for comments made by its Uttar Pradesh vice-president Dayashankar Singh against Mayawati. At a party event, Singh compared Mayawati to a prostitute while commenting over BSP’s ticket distribution policy. This  eventually led to the BJP suspending Singh for six years and sacking him from the vice-president post.

Despite the uproar, the Parliament has passed the Transgender Persons Bill 2016, which criminalises offences against the transgender community. So far, four bills were passed by the House in the monsoon session. The IIT (Amendment) Bill, 2016, is likely to be taken up for consideration today.

3:30 pm: CPI General secretary Sitaram Yechruy said there has been 19 percent increase in attack on Dalits in 2015. He said the present mindset against Dalits worries him.

“The Government has directed security forces to exercise maximum restrain while dealing with protesters in Kashmir. It was not the first time that pellet guns were used in Kashmir. The practice started in 2010. I am not accusing any government, but five Kashmiris lost their vision back then.

“We will constitute an expert committee to review the use of pellet guns for controlling crowds. They will submit a report within two months.”

“I understand that everyone in the House is concerned about the situation in Kashmir. Our PM was on a foreign trip during the recent unrest. Despite him being abroad, I apprised him of the situation. The first thing he did on his return was chair a high-level meeting on the issue.

“India has a special status. It is glowing example of ‘unity in diversity’. People of different cultures, who speak different languages, follow different customs and have different cuisines live together in harmony. Despite all this, our nation stands united.”

11.00 am: Union Minister Venkaiah Naidu on Dayashankar Singh

“We have taken action against Dayashankar Singh. The issue has ended now. Let protests happen. BSP knows that BJP is moving forward in UP, and that their main fight is with the BJP.”
