Kar has been spokesperson for the Defence Ministry for nearly a decade. One of the reasons being suggested behind his transfer is that the sanctioned post in the ministry is of Additional Director General (Defence) and Kar, having been promoted as Director General, needed to be posted at a DG-level post.
