Jat agitation probe panel submits report: Over 90 officers including IAS, IPS castigated

The Report, which is in two volumes, runs into about 450 pages out of which the Main Report is in about 200 pages and there are another 200 pages of Annexures.

The Prakash Singh probe panel constituted to probe lapses on part of civil and police administration officials during Jat agitation in February has castigated over 90 officers including IAS/IPS officers besides various state cadre officers for lapses on their part. The panel Friday submitted its report to Chief Minister Manohar Lal Khattar. The Committee produced a comprehensive report within a period of 71 days.

“The state government shall examine all aspects of the report and take appropriate action at the earliest”, Manohar Lal Khattar said.

The Report, which is in two volumes, runs into about 450 pages out of which the Main Report is in about 200 pages and there are another 200 pages of Annexures. The second volume, which has only about 40 pages, deals with the role of Intelligence in the context of the riots.

After submitting it to the Chief Minister, Prakash Singh addressed mediapersons and briefly described about what the report was all about. Prakash Singh mentioned that the committee headed by him had not gone into the political aspect of the agitation.

He mentioned that the committee has examined 143 video footages pertaining to the arson during Jat agitation and shall be submitting over 10 hours of video recorded statements to the home department for further necessary action.

On 25 February, 2016, Haryana government had constituted a Committee to inquire into the acts of omission and commission on part of all officers and officials of both police and civil administration during the period 7th —22nd February, 2016 when the Jat reservation agitation resulted in blockades of roads including National Highways, in violence and extensive damage to public and private properties in many districts.

The Committee headed by Prakash Singh, former Director General of Police (DGP) UP and Assam and Director General Border Security Force, commenced its work on March 2, 2016. Prakash Singh was assisted by IPS officer KP Singh, presently posted as DGP (Haryana) and IAS officer Vijai Vardhan, Additional Chief Secretary, Higher Education, Archives and Cultural Affairs Department.

The Committee visited all the eight affected districts of the State, inspected the scenes of crime, heard all those aggrieved, and also listened to all those members of the public who appeared before the Committee.

The Report has examined the role of officers in the affected districts of Rohtak, Jhajjar, Jind, Hisar, Kaithal, Bhiwani, Sonepat and Panipat. Officers who were derelict in the performance of their duties or who showed soft corner for the agitators and thereby allowed them a long rope have been identified. “Government would examine the findings of the Committee regarding the role of such officers and decide on appropriate action to be taken against them”, a state government spokesperson said.

The Committee has also made some recommendation to improve the functioning of the civil and police administration.

All these charges were being levied by the Rastriya Punjabi Mahasabha against the will ful damages being done to the non Jat communities openly by both police and administrations through their multiple, continued, and willful acts of omission and commissions by the self proclaimed racists Jats, both from public as also equally encouraged and promoted by police and administrations. And even after similar damaging reports earlier, and now all damaging report by Parkash Singh Committee, but yet if again the Jats dare to openly threaten to initiate a more wider scale a Jat agitation, shows the loss of authority of not only Haryana administrations as also the entire Government of India. Both are paralyzed through the simple and all over known factor of otherwise all damaging vote bank considerations and not the cuties and oath as committed through oath when joining Govt services or political ignments. lt;br/gt;lt;br/gt;Supreme Court has clearly directed that he loss of public and private must be got compensated through the agitators and authorities not complying with their duties, whether through commissions or omissions. The complete racist actions of Haryana Government when they claim no rapes were committed during the agitation at Murthal, because only now, inspite of blocking mouths of aggrieved, people have started daring t come out to state the horrible times they were subjected to.lt;br/gt;lt;br/gt;The stringent actions must be taken as a grave lesson for any future wayward Jat authority and Jat leaders to consider them as part of India or Haryana, and not the sole proprietors and owners and to indulge into crimes on basis of racist considerations.lt;br/gt;lt;br/gt;Suraj Parkash
