The home ministry on Monday ordered the issue of a gazette notification placing Islamic preacher Zakir Naik’s NGO Islamic Research Foundation (IRF) under the “prior permission” category. It is mandatory for an organisation placed in this category to seek the government’s nod before receiving foreign funds.
According to home ministry sources, this is a departure from the usual practice in which administrative orders are issued under other sections of FCRA while placing an organisation in “prior permission” category, and the order is only uploaded on the FCRA website of Home Ministry.
“This is an unprecedented move, a decision taken at the highest levels of the home ministry. IRF has not only been placed in the ‘prior permission’ category, but a gazette notification is to be issued as well. This was because multiple FCRA violations were found,” a source said.
