OROP in with one change, but veterans reject outright

The announcement comes a day after Defence Minister Manohar Parrikar had assured ex-servicemen on OROP implementation before Diwali.

The defence Ministry issued the official notification for One Rank One Pension (OROP) for ex-servicemen late on Saturday evening. The government has reversed its contentious proposal to exclude ex-servicemen who had sought premature retirement from the ambit of OROP, but has not conceded the demands for an annual equalisation of revised pension, for pegging the pension to the maximum of the current pensioners, and for appointing an expert commission with serving military personnel and ex-servicemen representatives.

According to the notification, the government will pay the arrears of OROP in four equal half-yearly installments. However, all family pensioners, including those receiving special or liberalised family pension and gallantry award winners, will get their arrears in a single installment. The pension of past pensioners would be fixed on the basis of the pension of retirees of 2013, and the benefit will be granted from July 1, 2014.

Defence Minister Manohar Parrikar had announced on Friday that the notification would be issued before Diwali.

The notification, which was to follow Parrikar’s formal announcement of the acceptance of OROP on September 5, was delayed after the Model Code of Conduct for the Bihar assembly elections came into effect.

Ex-servicemen who have been protesting at Jantar Mantar in New Delhi since June, rejected the notification issued by the defence ministry.

“This is not OROP. At best, it is a one-time increment. We totally and outrightly reject it. It reflects a lack of maturity on the part of the political leadership of the government,” Wing Commander (retd) C K Sharma, treasurer of Indian Ex-Servicemen Movement (IESM), told The Sunday Express.

On Friday, Group Captain (retd) V K Gandhi, IESM general secretary, had announced that ex-servicemen across the country would return their medals at prominent locations in their cities on November 9-10. The veterans had also announced that they would observe a Black Diwali this year.

OROP means military personnel retiring in the same rank with the same length of service would get the same pension, irrespective of their date of retirement. Currently, a Colonel who retired earlier — under the mandate of earlier pay commissions — receives lesser pension than a Colonel who retired after the Sixth Pay Commission came into vogue in 2006. With the Seventh Pay Commission scheduled to submit its report by the end of the year, this difference would have increased further.

The demand for OROP had been accepted by the Koshiyari Committee in its report to Parliament in 2011. At an election rally in Rewari in 2013, Narendra Modi, who was then the BJP’s prime ministerial candidate, promised the implementation of OROP. In his first budget in July 2014, Finance Minister Arun Jaitley announced an allocation of Rs 1,000 crore for OROP, but that amount lapsed at the end of the last financial year.

As protests by ex-servicemen intensified this year, with some veterans going on an indefinite hunger strike, the defence ministry considered various formulae for OROP. The proposal forwarded by Parrikar to the finance ministry entailed an expenditure of around Rs 8,300 crore this year. That proposal was modified during the announcement made by Parrikar in September, when it excluded veterans who had sought premature retirement.

The veterans protested the exclusion, saying that keeping premature retirees out of OROP would exclude 70 per cent of military pensioners. That clause has been removed in the notification, but the government has said that the benefit of OROP will not be extended to military personnel who seek premature retirement now on.

The government has, however, stood its ground on other demands of the ex-servicemen.

The veterans wanted equalisation of pension every year, or at least every two years, but the government has notified that it would happen only once in five years.

They had wanted the revised pensions to be fixed at the maximum of the pension being received by current retirees, but the government has announced that only an average of the maximum and minimum will be given. But the pensions of those who are receiving a higher pension than average will not be reduced.

The government has also notified the appointment of a judicial committee to look into anomalies of OROP. The panel will submit its report in six months. The veterans had wanted representation from the military and ex-servicemen in the committee, and its report within 90 days.

    Mr. Srivatava, you are right when you say that the last war that was fought was in 1971. What gives you the idea that only if there are wars fought that a demand like OROP becomes legitimate? How on earth do you equate the government servants with the ex-servicemen? People like you should be made to serve a mandatory term in the Armed Forces only then you will appreciate what a soldier life & work is all about. And can you please explain what are the unauthorized benefits that an ex-servicemen enjoys. We soldiers put our young lives down in the line of duty to protect the integrity & sovernity of the nation and all we get back from ungrateful people like you is this. Jai Hind

      The armed forces have been cheated by the civil bureaucrats in many ways. The bureaucrats cannot fight at borders, they do not think for the betterment of the countrymen but only think about their pay and perks. The brave soldiers defend the country by risking their lives day and night. The societies who do not respect their soldiers become slaves very soon. The bureaucrats compare themselves with other countries but they do not compare the armed forces personnel when the question of giving them some benefits comes.

        I feel pathetic about Indian Express for trying to mislead the readers by using the headline "OROP in with one change, but veterans reject outright". Are you doing responsible and genuine reporting. What are your returns from the government for such false propaa? Is the OROP announced by the government is with 'just one change' or is it with full of changes? Introspect.

          The last large scale war which India fought was in the year 1971. Since then 44 years have ped. None of these claimant of OROP whould have ever entered into any armed combat both within the country and for the country. They might have ped all their career enjoying the benefits of the forces including unuthorised ones. If they have a case of OROP, then the entire Government fraternity of the country have also got the same. After that the finances of the country will be reduced to poper and mob rule will prevail in the country.

            Good one . Govt didwell.Govt servants too recieve only similar formula OROP.Those opposing the OROP as awarded are trying to damage themselves. They can return the bravery or other award but then should not accept the OROP for themselves. It will be better if awards are no more given as return of it is an insult of the nation.( Remember the nation gave a quota even for IAS posts to Army once =- M.S.Ram , MKK NAYAR , Malayattoor Ramakrishnan of Kerala

              We have been saying BJP will meet its nemesis soon for reneging on a solemn promise to its soldiers. Bihar debacle shows it could not have been sooner. Still they have time to rectify their folly and give full justice to the veteran soldiers.

                  It is time to get tough with some of these protesters who want their and only their way. People have enough of these medal returning and black mailing. The government should take the tough stance, take it or leave it and let them sit and call Rahul for help.

                    We should thank BJP for doing something better than nothing by the Congress. Rest we can ask from Congress after 3.5 years. I think now we should fight for not giving arrears of sixth pay commission to Jcos / or from 1Jan 06.

                      Government employees get pay equalisation every ten years. Government is ready to give the armed forces equalisation every five years. Still they are not satisfied? Dal may kuchh kala hai.

                            OROP notification is welcomed by the majority of ex-servicemen. Any gap in their perceptions and actions by government could be resolved across the table. Agitation is not a remedy for everything. Mutual discussions would yield more positive results at this stage.

                              For long different governments have let faujis down serving as well as retired. Modi does not bat an eyelid when declaring packages left, right and centre. Benefits to Adanis and Ambanis granted in this budget amount to five lakh cr. Why the OROP as approved by Supreme Court is a problem

                                        the discrimination may cost more even among the serving soldiers.It is so surprise on seeing the negativity and coveted atude may leads unmanageable results. the govt is for the people and nation but it seems to be for politicians and cerebrates . log on horns in MOD between the Waring soldiers and coveted babus on any day collapse the nation . the day is not far away that day the politicians where will go???

                                          Are these veterans led by one Satbir Singh mad or by carrying on with the agitation despite the notification having been made,at last, by the Def Min on 07/11/15, this Satbir Singh has some different motives in his mind? I'm sure if the issue is put to voting, then more than majority of the veterans would thank Modi and Def Min for this Notification after more than 40 years. So just accept it happily n thank them, however in case some like Satbir, who don't want it should just refuse n forget about.

                                            Shri Wadhwa he may be your leader or whatever, however , that does not mean one cannot express his views against what ever he is still trying to continue doing despite the Govt, after more than 40 years effort of many veterans like him, have at last made the OROP a reality, Okay, and you dare not get worked up on any body writing comments. That's a sincere advice to you, why are you getting worked up for Gen Satbir. If he would feel insulted, as you have felt for him, then I'm sure he is much much more competent than you to react so relax.
