A day after the AAP government and Lieutenant Governor Najeeb Jung locked horns over a three-member panel set up by the latter to examine 400 government files, the former alleged that the CBI was being “misused” against it on the Centre’s directions. “It is a matter of deep regret that the central government’s appointee Najeeb Jung is openly threatening to unleash the Central Bureau of Investigation upon the democratically elected government of Delhi,” the government said in an official statement.
“The Lt Governor’s statement unmasks the ulterior motive behind setting up of the three member Shunglu Committee, whose formation was anyway in violation of the Constitution of India and the GNCTD Act,” it added. “His (Jung’s) public statement only goes to highlight the deep crisis in our federal democracy. Increasingly, the high offices of Governors and Lieutenant Governors are being politically misused to sabotage democratically elected governments,” said the government.
Stepping up the party’s attack on Jung, senior AAP leader Ashutosh said the Lt Governor “should stop behaving like a spokesperson of his newly adopted political master, the BJP.”

“The press release issued by the LG office Friday is an open threat to an elected government. The matter is sub judice and being heard in the Supreme Court. You (LG) cannot decide on this. The language used is undemocratic, unconstitutional, shameful and condemnable,” he said.
“The LG, who is the only political appointee of the previous Congress-led UPA government to have so far managed to survive in the current BJP regime, should stop behaving like a political spokesperson of his latest adopted outfit, the BJP. Mr Jung should know fully well that before him, his newly adopted political masters in the Modi government have unsuccessfully tried to browbeat the… Delhi government and the AAP with the threat of unleashing the caged parrot, the CBI, on us,” he added.
“The AAP will fully expose the numerous acts of omission and commission of Mr Jung in various capacities. The party will also expose how he had tried to avoid holding fresh assembly elections in Delhi in 2015 by having unsuccessfully tried to install a BJP government through horse-trading but all his attempts to please his newly adopted political masters fell flat.
“It is strange that Mr Jung, whose own role is under the scanner in the CNG fitness scam, is presiding over the Delhi ACB to harass the ministers and MLAs of Delhi,” said Ashutosh.
Responding to the government’s allegations, a source in the LG’s office said, “… It is a committee of former civil servants known for their unimpeachable integrity and competence.”
Meanwhile, the BJP’s Delhi unit claimed Saturday that the capital was heading towards a “constitutional crisis” and asked its workers to be prepared for assembly polls. At an executive meet of the party’s district unit, Delhi BJP chief Satish Upadhyay said, “Delhi is heading towards a constitutional crisis… every passing day, a new scandal of the Kejriwal government is being revealed… the assembly elections may take place any day”.
On Friday, the Delhi cabinet had passed a resolution stating that the committee, headed by former Comptroller and Auditor General V K Shunglu, was “unconstitutional”, prompting the LG’s office to issue a point-by-point rebuttal. The LG’s office has claimed that several files show “grave misdemeanours” and “are in the process of being referred to the CBI for investigation”.
