It is being speculated that his presence in Delhi had become necessary due to the fluid political situation in poll-bound Uttar Pradesh where a serious power struggle is going on in the ruling Samajwadi Party (SP). Shah has been called in to devise ways to convert this hour of crisis in the SP to the benefit of the BJP, sources said. Shah is expected to cobble up an alliance with rebel SP leaders and may rope them in to join the BJP, like Shivpal Yadav and his supporters, said sources.

Shah was expected to take important decisions on statutory postings in government boards and corporations. These posts have been kept vacant for a long time now, causing stir among party rank and file.
