Armed forces upset over parity, Manohar Parrikar promises to address

The armed forces are upset with a letter issued by the Defence Ministry regarding their rank parity vis-a-vis their civilian counterparts prompting Defence Minister Manohar Parrikar to personally look into the issue and promising to come up with a solution soon. Defence sources said the issue is likely to be solved within a week. The circular issued by the Defence Ministry, dated October 18, on rank equivalence between defence officers and armed forces headquarters (AFHQ), and civil service officers, brings the rank of armed forces officers a notch down compared to their earlier status, officers said.

The circular says that the equations are to be followed in service HQs, and “has the approval of the Hon’ble Raksha Mantri” (defence minister). The order equates an army Major General (rear admiral in the navy and vice-marshal in the air force) to a principal director in the Armed Force Headquarters (AFHQ) Civil Service.

A Brigadier/Commodore/Air Commodore is to be equated with a director, and a Colonel/Captain/Group Captain is to be at par with a joint director in the civil service.

So far, a colonel was equated with a director. A Brigadier did not have a clearly defined equivalence in the civilian hierarchy.

However, they were treated at par with a deputy director-general. A major general was treated as the equivalent of a joint secretary.

Parrikar said that while some people were trying to misguide, the issue relates to only functional responsibility (of armed forces) and not status, vis-a-vis their civilian counterparts.

“First of all, these are only for functional responsibilities. Secondly, I have already asked for exact status of earlier. I will see and if I find any reduction in functional responsibility … this is not status … there are some people who are trying to misguide.

“These are functional responsibilities. They (military officers) will be on the same platform as was done earlier. I will check up myself,” Parrikar said speaking to reporters on the sidelines of the naval commanders conference here.

The Minister said he will take a look at all the previous orders to see if there was any discrepancy.

Parrikar said he and the government were sensitive to the military issues and one should see if the government acts quickly or not whenever such issues come up.

“I can assure you that I am very sensitive to such issues. They moment they are brought out, I act on them. The only difficulty is when it becomes public discussion, I cannot be party to discussion. I will resolve the issue,” he said.

        THIS JOKER PARRIKAR MUST BE SACKED AND SENT TO GOA WITH ENOUGH DRUG TO KEEP HIM COOL FOR 3 MONTHS. THERE WILL BE SOME SHANTHI IN ARMY HEAD QUARTERS. NALAYAK NMODI IS AGAIN REFERING ARMY OPERATION ON 29th SEP AS CHOTTA DIWALI. AGAIN CASHING IN( KHOON KI I) WILL THEY STOP THESE NATAKBAZI AND ATTEND CENTUARY DAYS OLD KASHMIR PROBLEM?

              There is absolutely no downgradation . The current letter is just a reiteration of a letter of Gov of India which was issued way back in 1967. CBI chief is a director and IB chief is also a director but both of them are secretary level positions. There is a difference in organisational hierarchy an designations and standard designations in Gov of India.Just because a Col is designated as director and Brig as Ddg in Army hq doesnot mean that it is applicable in Gov of India fact if at all comparison has to be made then let it be made across every thing.

                    According to this parity.. A Captain in Indian Army is equivalent to a group B section officer selected through SSC-CGL , while the starting officer(istant Commandant) in BSF/CRPF/ITBP is a group A officer ... I mean is this govt.so much afraid of giving their dues to Armed forces.. even stan gives so much perks to their Defence personnel which even civil servants don't get in India...lt;br/gt;No wonder Indian Army has such a mive shortage of officers..!!

                      So what is new? The armed forces have been systematically degraded over the years. It has been done in the interests of scared politicians and their lackeys called the civil administration. The fault lies squarely with the numerous Defence Services Chiefs who have taken all all down gradations lying down and are still taking them lying down. Is it any wonder that the Defence Forces are in a pathetic plight. They cannot even buy a decent rifle!

                        This is total bunkum by the defence minister. Is it so easy for some lowly a*sh*le in the ministry to change the parity levels in one single stroke of pen, without the consent of his superiors. Why is governments keen on making the armed forces beg for whatever is rightfully theirs? It's not the artists or common man demoralizing the armed forces but the government itself. Now do you think RAJ THAKAREY will ask this idi*ot who signed this letter to deposit oneonths pay as penance into the infamous army welfare fund? No because it will not get him any publicity. Arnab goswami also won't conduct a shoutingatch on this for sure!

                          Earlier it is done for the Govt; and to the country. British followed the doctrine Divde and Rule and all the successive Govt:s in India are following the same and we thought that the NDA will be different but it is not so.Congress Miinisters were solely depending on the bureaucrats for their functioning since most of them were clueless about their job and hence they had to keep the bureaucracy happy and were playing double game.                             Soon they will equate the Captain rank in the Army and the equivaent ranks in Navy and Air Force with a Sub Inspector or a Havildar in the state police. Similarly at the Secretariat and the Govt; Offices they will be equated with the Lower division clerk . The JCOs and the Other Ranks will be equated to cl iv employees in the Govt:. Then who will join the Def Services? The Democracy permits the civilian control over the Def Services but they should give them their due. Jai Hind.
