Defence services put forth grievances before the anomalies committee of 7 CPC

The anomaly committee on allowances constituted for the 7th Central Pay Commission (7th CPC) has provided a direct hearing to the defence services for their grievances related to allowances recommended by the Pay Commission. This is probably the first time when an opportunity of hearing has been provided to the defence establishment by an anomaly committee. Sources say the hearing was provided recently by the Committee in a positive backdrop and the views of the defence services were fully supported by the Ministry of Defence.

The views of the three services have been entertained by the committee in compliance with the interim directions of the Punjab and Haryana High Court in a writ petition filed by a serving officer, Col Preet Pal Singh Grewal.

MoD sources also point out that many issues affecting allowances of defence services were placed before the committee including the discriminatory hardship allowances wherein an IPS officer was eligible for approximately Rs 55,000 as hardship allowance in Leh, his military counterpart was entitled only for about Rs 10,000.

Similarly while the civil servants were entitled to the same amount of 55,000 in Shillong, the defence officers were denied any allowance in that area. It was also pointed out to the committee that while many beneficial military allowances were extended to the Central Armed Police Forces (CAPFs) over the years, the same reciprocity was not shown to the defence services when allowances admissible to CAPFs were found more beneficial.

It was stated that while many organisations such as the Central Bureau of Investigation (CBI), Rapid Action Force (RAF) and National Investigation Agency (NIA) were paid allowances calculated on percentage of pay, the defence services were paid at fixed slabs.

The committee was also informed that while the 7th CPC had favoured providing House Rent Allowance to personnel other than commissioned officers staying at barracks due to functional/administrative requirements, the same was not extended to commissioned officers forced to stay in Officers’ Mess premises due to similar reasons.

The high court had directed the consideration of grievances of the defence services by the anomaly committee on the prayer of the officer who had said in his petition that the views of all stakeholders must be heard before submission of the report. He had pointed out that while civilian establishments were being provided the opportunity to present their cases before the anomaly committee, the said process was not being followed for the defence services.

The Colonel had petitioned that since the armed forces were prohibited from forming associations, it was important to provide an alternative institutional mechanism where the defence establishment could put across their views for resolution of such anomalies.

Sources say that while the Anomaly Committee had more or less finished its job, the report would probably be submitted after elections to the five states have been completed.

    No body is talking about jawan of defence forces. Officers have become so selfish they r only demanding undue demand whereas for jawan who r forced to quit at early stage of life from job paid so less he even can't fill his bread and butter after discharge. Same on officer cl. Sayad marne ke Baad ye uper account room book karenge isliye inheritance jyada or jyada ki ichha bash Rahi hai.

        become an army officer /IPS officer not a cake walk,,,,, army officer can compare only with IPS counter parts/IAS counterpart,,,, if an ips officer gets 50000 in CI op area,,, why can't an army officer, ,,,,a police constable also gets more allowance than an army officer,,,,, means if officer (army) gets same as IPS then jawan (army) be naturally gets good allce as compared,,,,,

                Dost Anil, The anomalies are reported for both Officers and jawans.lt;br/gt;lt;br/gt; Its just that the media by act of omission/ commission reports issues pertaining to officers only.lt;br/gt;lt;br/gt;Lets stop this officers vs jawans thing!!!!!.Jawans do not exist without officers and similarly no officer can exist without jawans.lt;br/gt;lt;br/gt;I just hope and pray the govt does announce some thing soon.

                    Muh ki baat sune had koi dil ke dard ko Jane kaun, everyone is concerned about problems of officers pay and allowances,but no one is talking about detoriating condition of soldiers,they don't need money they need good working condition,so that they feel proud in wearing the uniform.

                      Anomalies of fifth PC still pending!!lt;br/gt;Soldiers were told that it will be sorted out during sixth pay commission..lt;br/gt;Nothing happened!!                         Govt knows ..whatever we will give they will accept...that is army for you..and that is government for you..they do not give a thought how many soldiers give their life for the country

                            Answer to all remedies is walk into court. But this is just prolonging the issue with out paying armed forces their enlement of 7th pay commission.

                              Hats off to Indian Armed Forces for patiently waiting for so long. Other Services have already got their due. Had it been other services, there could have been hue and cry for non implementation of 7th pay commission.

                                Its a shame for government. Its around 1 year the government and top most officers are not able to solve the pay commission related issues. What this government will do if any big emergency happens in our country. Ek saal me bhi decision nahi le sake, Kya desh ko badlenge

                                  There is many a slip between the cup and the lip. Lets see what the committee has to say on the Services projections, after all it is a committee for, of and by babus. They did not wont to even hear till date and are doing so on the orders of court. There is nothing to prevent them from rejecting the claims on flimsy grounds. After all civilian supremacy in this country is being taken as a perversion.

                                      officers r comparing himself from civil officers but not comparing jawans with civil employee. officers ka pet bhar jaaye aur kuch bache to jawan ko bhi de dena. kab tak wait karwaoge swarthi log.....phir kahte ho respect nhi karte.....kaale ungrez.

                                        It is thanks to the court intervention that the anomalies committee was forced to give a on record hearing to the military. Let's hope that the bureaucrats who form this committee will rise above their parochial interest to make fair recommendations and media will not report only civil bureaucrats views.
