Chief Electoral officer of Himachal Pradesh Pushpendra Rajput Friday said that all political parties should strictly observe the Election Commission guidelines on maintaining accounts of poll expenditures ,which in any case should not exceed Rs 28 lakh .
In a meeting with all political parties in state, Rajput said that every contesting candidate will have to open separate bank accounts for election expenditure, at least one day before the date on which the candidate files his nomination.
This account could also be opened jointly with his election agent. The contesting candidate will have to issue account payee cheques for any item of expenditure exceeding Rs 20,000. This expenditure includes public meetings and rallies, posters, banners vehicles and advertisements in print and electronic media.
The candidates or their representative will have to submit an expenditure plan with application for permission in respect of public meetings and rallies etc, he added. As per EC guidelines, each political party should maintain a register for election expenditure and submit it to the expenditure observer at least thrice during campaign the period.
