THREE workers died and one was critically injured when part of the shuttering — the steel frame used for the laying of a concrete slab — on the ninth floor of an under-construction building on Sinhagad Road collapsed on Tuesday morning. An offence of causing death due to negligence has been registered against the developer and others involved in the project, said police. Late on Tuesday, police arrested the site supervisor, Shambhu Kate, and said more arrests would be made. The workers have been identified as Prakash Bilas Sav (30), Dularichandra Rameshar Paswan (32) and Rameshwar Ravidas (24); all of them hail from Hazaribag district of Jharkhand. The injured person, whose condition is said to be critical but stable, has been identified as Mithun Ravidas, also from Hazaribag.
As per the information given by police, the incident took place at 9.45 am, when work of shuttering or centering was going on, to lay a concrete slab on the ninth floor of the under-construction building of Pate Developers, a Pune-based real estate company. Pravin Mundhe, deputy commissioner of police (Zone 2) of Pune City Police, said, “The incident took place… when part of the centering (shuttering) of the slab fell down. Three persons have died, and one was critically injured. All of them are from Jharkhand and their families have been informed…”.
A worker, who was at the site when the incident took place, said, “There were 14-15 workers… some of them were near the lift duct, and were shuttering that part. But one of the planks moved from its position and four workers fell down. One of them was wearing a safety belt… he sustained some injuries. Three others fell on the ground floor, on top of several steel tools, and sustained major injuries. They were taken to the hospital… we were later told that they were dead… it is really sad.”
The Indian Express tried to get in touch with Pramod Wani of Pate Developers, but his phone was switched off. Vijay Shinde, an employee of the engineering division of the company who was on the site, tried to suggest that the workers were there despite Tuesday being a holiday. “It was their day off… due to the holidays. We don’t know how the work started…,” he said.
Senior Inspector Anil Patil of Dattawadi police station told The Indian Express, “We have registered an FIR in the case against the developer, their partners, designers, engineers and the architect involved in the work. The contract documents and other legalities will be studied, before every individual is identified. Further legal action will be taken…”. In July 2016, nine labourers were killed when the slab of an under-construction building in Balewadi area in Pune had collapsed.
