Sports directorate doles out crores but awaits utilisation certificates

The Directorate of Sports and Youth Services,Pune,which doled out crores of rupees to organisations under various schemes,is yet to get the utilisation certificates (UCs) verifying the expenditure. As per the latest audit of 2010-11,UCs worth Rs 9.16 crore are pending. Officials,however,claim they will get all UCs by the year-end.

The money was given out from April 2009 to December 2011 by the state government as well as under central financial assistance for creation of sports infrastructure.

“From April 2009 to December 2011,the Maharashtra government had released Rs 7.22 crore as grant to various organisations under nine schemes,of which 945 UCs amounting to Rs 6.04 crore have not been submitted to the directorate within the stipulated time. As per the conditions,the grantee organisations were required to submit UCs within a month of the completion of events,” stated a report available with the Newsline.

The auditor has also come down heavily on the directorate,saying no follow-up action was taken.

The Centre also provides assistance to state governments,municipalities,universities and NGOs to build sports infrastructure. The scheme,however,was closed in April 1,2005. But organisations that had sent proposals prior to this were to be provided financial assistance as per a letter issued by the Ministry of Youth Affairs and Sports.

‘The state government vide its Government Resolution dated March 3,2011,issued by the School Education and Sports Department released grant in aid of Rs 3.45 crore received from the Central government under the above scheme,to 16 institutions. The Deputy Directorate,Sports and Youth Services (Pune),in his September 8 letter to district sports officers concerned directed them to collect UCs for the above grant released to the institutions in their domain. As per records available in the office of the Director,Sports and Youth Services,UCs amounting to Rs 3.12 crore were yet to be received from 15 grantee institutions,” said the report.

A directorate official said,“We always ask for UCs from the divisions and the grantee institutions as soon as an event is over,but they delay the procedure. There is also a problem of miscommunication with the audit department as not all data is in one computer. Sometimes even when the files have been received,it takes time for them to be updated in the computer. All this delays the process of verifying UCs. But our work is in process and we will get all UCs by the end of this year.”
