A committee set up two years ago in Pune to implement the National Skill Development Mission (NSDM),a flagship scheme of the Centre,has not met even once in this year,a reply to the RTI query filed by The Indian Express has revealed.
The multi-member committee that includes representatives of Directorate of Vocational Education and Training,Directorate of Employment and self Employment and senior officials from local-self governing bodies has been mandated to ensure proper execution of NSDM. They are required to meet every month but till date there have been only five meetings. From January till December this year there has not been a single meeting.
The NSDM aims to create skilled workforce of five crore in Maharashtra by 2022. It was launched in the city in 2011. Subsequently,a district-wise skill gap study in the state indicated that Pune was slated to have a demand for 28 lakh in terms of human resource in different sectors by 2022.
The file inspection of minutes of meetings of the district-level committee for implementation of NSDM under the RTI Act revealed the gaps in effective implementation. Pune district collector Vikas Deshmukh,in last NSDM related meeting chaired on December 14,2012,had expressed strong displeasure over no proper guidance available from employment,self-employment and skill development department on how to go about the implementation of mission. The Collector had also made serious observation about non-utilisation of funds allotted by the District Planning and Development Council (DPDC) towards implementation of NSDM in Pune.

Rajendra Godbole,assistant director of employment and self-employment,who is member secretary of the district-level committee for the implementation of NSDM in Pune district,said the Maharashtra Skill Development Council has not shared detailed guidelines about going ahead with the Vocational Training Providers (VTPs) for training desired work-force.
Pune district has around 46 registered VTPs,which includes 16 Industrial Training Institutes In absence of detailed guidelines from the state government,we are clueless on how to pay VTPs. The National Skill Development Council has already set up such guidelines. If the state government wants to replicate the same,it should at least convey us in writing, he said.
Godbole said DPDC funds for implementation of NSDM in Pune district for 2013-14 have been lying unutilised in absence of official guidelines. With DPDC funds of Rs 60 lakh,we along with ITI Aundh roped in a few VTPs to train work-force in tailoring and BPO among other sectors, he said.
Senior officials said status of implementation of NSDM was poor in the state due to lack of proper roadmap. Vijay Kumar Gautam,Commissioner,employment,self-employment and skill development,said it was up to respective district collectors to give push for NSDM. Even backward district like Gadchiroli has been going ahead well in the NSDM. The guidelines for Modular Employment Scheme have already been in place to proceed further, he said.
