Civic officials try to seal sole echocardiography machine, relent in wake of surgeries scheduled

A 10-member team from Pune Municipal Corporation (PMC) spent more than an hour at Ruby Hall Clinic trying to seal the sole echocardiography machine. Doctors protested against the move by PMC authorities, saying that the machine was being used solely to assist in cardiac surgeries and not for illegal sex determination.

However,as the machine was needed for the surgeries on Saturday, the PMC health officials relented.

The minicipal corporation had already sealed a portable colour doppler cardiac machine earlier this month because the clinic did not get it registered as required under the Pre-Conception and Pre Natal Diagnostic Techniques Act.

Advocate Milind Salunkhe, advisor to the PMC’s PC-PNDT cell, said as per the Act,any machine that has the potential to determine the sex of the foetus requires to be registered.

Dr Manoj Durairaj, cardiac surgeon, said the machine guides doctors in heart surgeries. “The tube goes inside the stomach and shows us images during the surgery,” he said. “It has a probe but that is different from the abdominal probe, which operates on a different frequency,” he added.

Bhoomi Bhote,CEO of Ruby Hall Clinic, said at least six cardiac surgeries are performed daily at the hospital. “The PMC has already sealed one portable unit, and we were left with only one. Without these machines, conducting surgeries is not possible,” Bhote said.

“While one machine is kept in the echocardiography room, another is required in the operation theatre. Hence,it becomes difficult for us to function with just one machine,” Bhote said.

The CEO added that on realising that their machines were not registered, they had voluntarily sought the PMC approval at least 11 months ago.

PMC’s health chief Dr S T Pardeshi, however, said the machines had been purchased in 2001 and 2004 and Ruby Hall Clinic should have applied for registration earlier. However, their application was submitted only in 2011.

So far 47,unregistered ultrasound machines have been sealed in the PMC area. This is part of the inspection drive against misuse of machines for illegal sex determination.
