Demanding that the University of Pune (UoP) take a decision soon on the impending matter of the National Eligibility Test (NET) / State Eligibility Test (SET) exemption for candidates appointed as faculty members between September 19,1991 and April 3,2000,senior senate members and teachers carried out a protest march up to the vice-chancellors (VC) office on Tuesday afternoon. A petition of their demands was also submitted to the V-Cs office by them.
Over 840 candidates were recruited during this period by UoP. Lifting the exemption as per the government resolution (GR),issued by the Government of Maharashtra (GoM) September 8,2010,will mean many finding themselves out of jobs,including some who have already been on the GoM payroll for over 20 years now.
They will also be unable to utilise the Career Advancement Schemes (CAS).
Earlier,a government resolution(GR) issued by the Government of Maharashtra (GoM) on December 20,2011 had asked all the state colleges and universities to take note of the University Grants Commission(UGC) decision of August 2011 saying that teachers appointed between September 19,1991 and April 3,2000 are not to be removed from service for lack of NET/SET qualifications.
Those appointed in this period had been exempted from NET/ SET requirements. However,before that on September 8,2010,GoM had said in a GR that all teachers in the state who do not have NET/SET qualifications will be removed from service.
So far UoP had not implemented the recent UGC guidelines on the matter.
Sanjay Chahande,acting vice-chancellor,said,At present there are statewide agitations being carried out by staff members of various universities related to promotions,salaries,the NET/SET exams etc.
Today the senior senate members of the university met me,urging UoP to expedite the process of a decision on the matter.
While I understand that the fate of a large number of teachers hangs in balance due to this,there is very little we can do about it. Time and again weve been writing to the government on this matter,but we have not received any response so far. Now it if for the government to decide and issue a Government Resolution/ notification etc and we can only implement it at the earliest.
AK Walunj,member of management council of UoP Senate,secretary,Pune University Teachers Association (PUTA),said,UoP is an autonomous body,not under the government of Maharashtra. The decision to retain or lay off staff totally rests with it as the matter is well within its jurisdiction.
