Come 2014 and Puneites will be able to enjoy absolute land title thanks to the pilot project that aims to ensure conclusive titling system to minimise land and property disputes. It will be a single-window operation which means one office will take care of registration and land title. The project is likely to reduce land and property disputes considerably.
The committee that proposed the pilot project will submits its report by month end. It has suggested a model for land titling,location for testing the model,roadmap,administrative set up required to implement the project and a broad legal framework,including new laws and amendments.
The committee includes under Vinod Agarwal,Secretary Stamps and Registration Andhra Pradesh and member S Chockalingam,Inspector General of Registration of Maharashtra and IGRs from Karnataka,West Bengal and Uttar Pradesh.
The move will transform the new flats/projects are registered. The builder will first approach the Land Title Authority once the Land Titling law comes into effect. The officers will check the title of the project,which includes the registration and land records. The title will be verified from the seller and the buyer. Then a land certificate,which clears the title of the project,will be issued. This will ensure clear title of the property, officials said.
Chockalingam said Pune was considered for the pilot project as it is a city with several projects in the pipeline. The absolute titling can be considered for vertical ownerships due to the special characteristics they have compared to land ownership. We have further proposed that instead of handing over the land title certificate to the owner,it can be done in the demat form as in case of share certificates and we are in talks with the National Security Depository Limited (NSDL), he said.
Titling can be considered for lands under the control of development like Maharashtra Housing and Area Development Authority and Maharashtra Industrial Development Corporation,officials said.
The National Land Records Modernisation Programme aims is to build a transparent and integrated system of real-time land records. The project will involve land surveys,updating of survey and settlement records with high resolution satellite imagery. It will also entail computerisation of land records and registration,modernising of record rooms,setting up of record management centres and training personnel for the task.
The committee states that the aim is to move to a system of conclusive titling system that would minimise land and property disputes.
