In Maharashtra,Mumbai continues to be the most unsafe city for children. In 2012,141 cases of rape of minors were reported in the city — the highest in the state — according to the statistics compiled by the Maharashtra police. Of the 917 cases of rape of minors across the state,Mumbai alone accounted for 15.4 per cent.

Mumbai also witnessed the highest number of minors being murdered. Of the total 212 cases in the state, nine cities accounted for 53,with 18 cases being reported from Mumbai in 2012.

Of the total 893 kidnapping and abduction,142 minors were from the city.

The state saw 3,362 crimes against children in 2011. The number went up to 3,456 in 2012. The cases include crimes like murder, kidnapping, rape and human trafficking. Cases of murders of children went up from 204 in 2011 to 212 in 2012. Rape cases also increased from 818 to 917,statistics show.

Among the neighbouring cities,Pune had 51 cases of rape while Thane had 50 in 2012. Of the total cases in the state, victims were under 10 years of age in 127. The rest had victims aged 10 to 18 years.

There were also 11 cases of infanticide in the state last year. In 30 cases, parents killed their children in marital or domestic disputes; in 10 cases, mothers killed their children and then committed suicide.

“The problems here are social in nature. Such incidents stem out of unstable socio-economic conditions and the inability of parents to cope with parenthood. This is also not something that the police can prevent. The only preventive measure here is a coordinated effort between the state government and bodies liked the Child Welfare Department to provide counselling and other help,” said K Subramaniam, former Director General of Police,Maharashtra.

There were also six cases where children were killed after being raped,12 cases where they were killed for ransom and eight cases where the girl child was killed as her parents did not want a daughter.

Police said there were numerous cases where teenagers, mostly 16 to 18 years of age,had consensual sex and cases of rape were registered later. Cases of teens of the same age group eloping were treated as kidnappings, officers said.
