Former Ludhiana Municipal Corporation Commissioner yet to get his new posting

Finally,the state Government has revoked the suspension of M S Jaggi,who was posted as Municipal Corporation (MC) Commissioner in Ludhiana. Jaggi was suspended about three weeks ago after an alleged argument of his wife Inderbir with vegetable vendor Kamlesh Pal. Although the suspension hs been revoked,the new posting is yet to be given to the officer.

The inquiry report carried out by Patiala Divisional Commissioner A S Pannu says,“There was no element of corruption found in the complaint as due payments were being made to the vegetable vendor and the removal of the pheri of the vendor was in view of the High Court orders and no scope of illegality has been found in the action taken against the vendor.”

It needs to be mentioned that Jaggi’s wife had gone to buy vegetables from the vendor Kamlesh Pal on July 8 and she was not satisfied with the quality of lady finger. The inquiry report says,“There is a probability that there was some altercation between Inderbir and the vendor Kamleshpal’s helper chotu over the quality of lady finger. She was not allowed to select the lady finger of her choice due to which she felt insulted and went away.”

It needs to be mentioned that earlier charges were being raised that Jaggi had not been making payments of vegetables to this vendor but the report says that due payments were being made always. Further,the tehbazari team went to clear the encroachments on July 13,five days after the incident,says the report.

Also on July 10,the chief vigilance officer had come in that area due to which vendors had run away. So the action of removing the encroachments,has nothing to do with the argument between the officer’s wife and the vendor,says the report.

The report also says that Arun Kumar,tehbazari inspector never went to remove encroachment because he had retired a year back. Pannu’s report,thus,rubbished the investigations done by intelligence wing. However,Jaggi has been asked to be careful in future.

As already mentioned that earlier as per the charges of the vegetable vendor Kamleshpal,Jaggi’s wife had an argument with him over quality of vegetables and later his pheri was picked by tehabazari department to ‘teach’ him a lesson.

Later charges were levelled that she never paid money for vegetables as well. So the report has given a clean chit to the officer. Asked to comment on the developments,Jaggi stated,“I had full faith in God that I would come out clean and the same has been done.”
