As the financial year has come to an end and the new project implementation plan (PIP) of National Rural Health Mission (NRHM) has not yet got the approval of Government of India,the state project management unit (SPMU) of NRHM has ordered for continuation of certain important health programmes of 2012-13 even in 2013-14. The step has been taken to ensure that important health activities do not suffer because of delay in approval of the PIP.
As per an order issued by the Mission Director,NRHM,Amit Kumar Ghosh,all the chief medical officers of the state have also been instructed to continue taking work from contractual staff of NRHM,including doctors,on the same conditions as earlier,till the GoI sends approval of the new human resource recruitment for the year 2013-14. The one-year contract of the health staff and officials kept on contract under NRHM expires with the end of a financial year. The instructions were given by the Mission Director as per a GoI letter which asked all the states to continue the activities for essential and recommended components under NRHM as per existing approvals till the approvals for 2013-14 are issued.
The activities and programmes to be continued include implementation of Janani Suraksha Yojana and Janani Shishu Suraksha Karyakram,work for mother and child wings and facility based on new born care such as Sick Newborn Care Units,New Born Stabilisation Units and New Born Care Corners. Further,activities like school health programmes,adolescent reproductive and sexual health programmes,quality assurance committees and free essential drugs,mobile medical units and referral transports are also to be continued in the year 2013-14. Funds for all these programmes are to be used from the unused budget of the mission of the last fiscal year. The Government of India has also asked the state to initiate the tender procedure for procurement of essential equipment and drugs as well as infrastructural development in anticipation of approvals for 2013-14 plans. However,the actual work orders or procurements of these equipment,drugs or construction works should only be made after the Government of India has approved the state PIP.
