Following investigation into the embezzlement of funds in several social welfare schemes in Sant Ravidas Nagar (Bhadohi),the district social welfare officer (DSWO) is also suspecting similar fund misappropriation in pre-matric scholarship scheme for poor children.
Scholarships are understood to have been distributed to general-category students without verifying their BPL status,which is a prerequisite for the scheme. Moreover,on conducting verification at village level,the officials also found that most of the school headmasters are unaware that the scholarship scheme is meant only for BPL students in the general category,said Rinkoo Singh Rahi,District Social Welfare Officer of Bhadohi.
The list of beneficiaries provided by the Basic Education Department does not have the BPL certificate serial number of the general-category students. Further,the head masters do not know that it is only the BPL-category general students who are eligible for the scholarship, said Rahi,who has written to the district basic education officer to provide the details of the beneficiaries and their BPL certificates within five days.
According to the department records,a total of 19,545 students of class I to class V were given scholarship in the year 2012-13,which amounted to Rs 58.44 lakh. Besides,a total of 10,415 students of class VI to VIII were paid Rs 49.91 lakh. Not all of these beneficiaries will be ineligible,but it is necessary to verify the exact status of the beneficiaries before distributing this years scholarship, said Rahi.
Meanwhile,Rahi has also lodged an FIR against the head clerk of the Social Welfare Department,Sanjay Singh Chauhan,for fund embezzlement in old-age pension scheme as well as marriage and illness benefit scheme for the last financial year. Chauhan was found involved in getting pensions sanctioned without even application forms from the beneficiary. He also added names to the list of eligible candidates for the scheme which were provided from the tehsil level.
