A Local Intelligence Unit (LIU) inspector, who has been indicted by the Justice (retd) Vishnu Sahai Inquiry Commission for serious lapses in collecting information regarding the communal tension in Muzaffarnagar, which later led to riots in 2013, is still serving on the same post in the district.

Apart from LIU’s Inspector Prabal Pratap Singh, the judicial commission, in its report tabled in the Assembly, has also held then SSP Subhash Chandra Dubey guilty of dereliction of duty in handling the situation.

The report says that LIU failed to give correct input about huge gathering that attended the mahapanchayat held at Nagla Mandaur on September 7, 2013. The riots broke out soon after the mahapanchayat concluded and the gathering dispersed.

Principal Secretary (Home) Debashish Panda said, they have begun the process to initiate action against Dubey and Singh. Both have been issued notices seeking explanation, he added.

According to Sahai panel’s report, LIU had informed that a gathering of 15,000 to 20,000 people was expected at the mahapanchayat, while a crowd of over 40,000 to 50,000 reached the place from different parts of Muzaffanagar and adjacent districts. Preparations made by district police were inadequate to manage such a huge gathering, the report said, adding that failure of intelligence was the main reason behind the riots.

Two mahapanchayats were organised over the deaths of Sachin and Gaurav, two Jat youths, who were allegedly lynched soon after the murder of one Shahnawaz in Kawaal village on August 27, 2013. The first mahapanchayat was organised on August 31, 2013 while second was held on September 7. Both were organised at Nagla Mandaur.
